I think Andrew Koenig has an important point: You can't really censor the
netnews.  Let's say I'm at site x which has refused to take net.jokes.q.
I simply call up my friend at site y that does take it, and tell him to
put a line in his sys file that forwards the newsgroup via mail right to
my mailbox.  In this way, people who want it still get it (unless system
administrators start reading people's mail) and you are in fact wasting
more resources if a message is sent to two people or over two links.
