I think dale's actions are the most reasonable way to handle an attack
on netnews.  He neither pays for net.jokes.q nor has them on his machine(s).
Assuming you can't successfully defend their existence.
(I'm sure dale wasn't under attack, rather he expressed HIS opinion)
