I agree about .newsrc.  When we were running A news, somebody screwed up
the .uindex due to a bug.  Nobody could alter anything until somebody
came in who could fix it manually.  I do agree it might make some sense
to have a /setup directory, but how would you convince all the programs
to use this at once?
