Writing to ARPAnet digests
One possible solution for submitting to ARPAnet digests from the
usenet is to create a new newsgroup like 'ta.human-nets' (and
ta.sf-lovers, etc.), where 'ta' means 'to-arpanet' - the opposite
of fa.human-nets.

Each system would set up it's .sys file so that it did NOT
subscribe to 'ta.*' but would also arrange it so that 'ta.*' was
sent to ucbvax.  When the stuff got to berkeley it could be
*magically* sent off to the appropriate place (note that each
newsgroup in ta.* could have it's own destination - the lists
won't all have to live on AI or MC exclusively).

This way your submission would go directly to the digest (or
mailing list) and would not appear on netnews until it was
broadcast from MIT.  It would slow down the distribution but
would prevent all msgs originating on the usenet from appearing
twice (the original and the MIT broadcast version).  It would
also allow for the digest editors to massage your text if they
feel it needs to be done.

Two points have to be taken care of:

1) Horton and company would have to hack up their netnews to support
  the new newgroups.  At this point it is hard for me to believe
  that you folks at ucb are still running vanilla netnews anyway.

2) What about sites that don't talk to ucbvax directly ?  Could
  netnews be made to allow for forwarding msgs in from one site
  and out to another WITHOUT posting the newsgroup locally ?
