       are those which call long distance.  They tend to
       not talk all that often, so this scheme will slow
       down transmission (possibly by days) on those links
       which are already slowest.

The extra delay is in terms of number of converstations.
If there is a problem they can talk more often.  Presumably
this will be cheaper than the current situation.  If
it isn't they can always revert to the current method.
It was partially for this reason that I suggested the method
only be used for messages of some minimum size.
