I think that harpo!jerry's proposal is about as simple a
system as will work.  Two comments:
1)     The third field in the .sys file is presently
not in use, and could be used to flag which systems
use this fancy request protocol.
2)     The systems for which it is most necessary
are those which call long distance.  They tend to
not talk all that often, so this scheme will slow
down transmission (possibly by days) on those links
which are already slowest.
