       It seems to me that it can be quite useful for a site
to have 2 net connections (or more), because then you arent
relying on only 1 whole string of machines to be up. In a ring,
there are 2 paths from any point to another, squaring the reliability.
       However 1 ring wont work for the whole network. A chain of
rings connected by gateways would be better. Better yet if there
were more than 1 gateway between adjacent rings. A topology sort
of like the Olympic symbol of 5 interlocking rings might be
even better...
       However theory is one thing, and implementation is another.
The current system probably evolved the way it did for good reasons...
