I think it is reasonable to set up a jobs newsgroup, or better still,
bboard newsgroups.  I suggest something like

net.bb.jobs - help wanted
net.bb.sale - for sale, of NET wide interest only.
net.bb.wanted - general requests

net.bb.jobs could even have people putting in things of the form,
"I'm for hire"

Such items should normally be posted to similar groups in the subnets.
We have an ont.jobs in the Ontario Subnet.
Normally they are only of subnet interest.
