fix to sendspoolnews
If there are no files spooled for a system,
the line:
for file in *
yields file=*
which hung something.
I changed it to read:
for file in `ls -rt`
which also has the advantage of preserving order or queuing.
(Note that process id 10000 is sent first, and pid 9999 is sent last
in the old scheme.
