I think a better description of your problem is that you've stumbled
over a 'feature' of the shell:  the proposed title of your article
contained a '#', which the shell took as the beginning of a comment,
thus ignoring the rest of your line (and defaulting to newsgroup 'general').

Conclusion:  Always quote titles of articles to protect them from the shell!
