Comp.Sci.Ed. newsgroup?
    I am very much interested in a computer science education
newsgroup. The title makes no difference to me (net.cse was
suggested (watarts.1074)).
    My particular interest is the answer to: How old must a
student be before he can effectively master programming concepts?
Eight years old? Fourteen? What criteria can be used to measure
this effectiveness?
    If anyone has any ideas on this, or knows of any relevant
