duplicate newsgroups
If there are any sites out there who still haven't changed their .sys and
ngfiles to allow net.ALL as well as NET.all, they should consider
themselves in violation of usenet standards.  There are now sites running
the new netnews (which folds everything into lower case) on usenet,
and such sites (1) cannot post to uppercase newsgroups, and (2) get
two copies of articles posted to things like net.general,NET.general.

People should now assume that all sites allow net.ALL and should no
longer post to NET.anything.  Likewise  please don't post to things
like NET.general,net.general because of the duplication.
