jcwinterton obviously is a rabid libertarian. As a formerly rabid libertarian,
I sympathize. However, it is only the inefficiency of our governments that
protects our liberties.  Efficient government would presumably try to enforce
all of its laws. For example, adultery is illegal nearly everywhere - when
was the last arrest?  A city near here (North York) about three years ago
managed to make sex illegal.

Can you imagine the mess if the government was as efficient as, say, DEC?
