In the GAP case, I heard (from a typically unreliable local television
news program) that the GAP will have to either 1) Pay royalties for
the use of copyrighted material as background music when recieved over
broadcast media, 2) Stop using the broadcast media, or 3) Buy records
and tapes and then play them freely in their stores.  Does the
third choice make any sense?  Shouldn't they pay the same royalties
for choice (3) as for choice (1)?  The only difference I can see
is that in (1), you'd also be playing (possibly copyrighted) commercials,
introductions, news broadcasts, etc.
