A historical note on mandating writing style:
During T. Roosevelt's administration a similar (successful) attempt
was made to "simplify" official language by cutting down on the
number of letters in various words (eg, labour->labor, colour->color,
and the not altogether successful amoeba->ameba).  Among the reasons
for this move, I believe, was the desire to lower government printing
costs.
