the origins of fsck

Does anyone out there know just where "fsck" came from, and exactly
what license (V7, 32V) has jurisdiction over it?  WE has been no help in
this regard--they say essentially that if a program's origin is suspect
at all, then it can't be distributed to others (under a binary sub-license,
for example.)   But they can't verify just where "fsck" fits in.

People's comments would be greatly appreciated.  Maybe I can
get the name of someone official who knows the truth.
