CSNET Cross Network Relaying

It is the intent of CSNET to encourage communications among
groups involved in Computer Science Research at Universities and
industry.  That communications must operate on a number of levels
if it to be effective and issues about what constitutes trivial
vs non-trivial traffic is not the business of the CSNET
administration but rather the business of the community and those
at the sites who must pay the communications costs to access the
PhoneNet relays and the Telenet charges.

As to relaying to the ArpaNet, CSNET offers the best opportunity
to create a stable path for communications.  As it is now,
communications could be stopped easily by some agency stating to
the sites doing that relaying under the table - to stop it. As
CSNET matures, the organization structure that is being developed
will create a rather powerful group that can counterbalance such
pressures.
