Running 2.8bsd and losing clock interrupts

There is a caveat in the distribution setup notes -- at the last minute
a bug was found (somewhere -- I don't remember and my document is
180 miles away) and they fixed it by throwing spl7()s around it.
Thus the clock is turned off while in this section of code.
I don't think it has been properly fixed anywhere -- at least
it has not appeared in the 2.8bsd newsgroup.
