Sources for VMS

Some folks seem to think that if you have enuf money you can buy the
sources for VMS.  While DEC does offer a source kit, I would not want
anybody to seriously think that it is useable.  What you can buy now
is the source to version 2.0, but the current release is 2.4!  So you
have a choice, you can get 2.0 sources and put in your own mods, and
stick with 2.0 until 3.0 sources come out, or you can include the latest
bug fixes and new features from DEC and put your 2.0 sources on the
shelf.

That causes, as you might guess, some real problems.  We want to modify
the sources to make it somewhat safer to run classified jobs on some
of our VAXen, but DECs policy of not selling the CURRENT sources at
any price makes VMS less useful to us.  Does any body else have the
same problem?  or is nobody interested in up to date sources?
