It's quite easy to substitute your copy of LIB$GET_VM for the
system's copy (for your program only), but you wouldn't be able
to link to VMSRTL.  There may be problems at a lower level (i.e.,
the data area may get expanded under some circumstances by the
kernel for example) which would affect any allocation scheme, but
I'm not aware of any offhand (this isn't saying much as I'm not
that familiar with the VAX/VMS kernel).  Modifying it in VMSRTL
is probably a no-no although that would be the only way to get
your copy and still link to VMSRTL.  Maybe one of the DEC people
would have something to say about this ...
