I hate this, and so many terminals have it (the VT100 is another
one--along with all the brands that want to adopt it as a 'standard').
I developed a fix to the problem last summer; installed it on all
the 2621s with great results. Find a piece of closed cell packing
foam (typically found in terminal shipping boxes to space an inner
boax from the outer) and cut a square with a square hole. Pop the
caps lock key out, and place this piece of foam around the key;
now when you replace the key cap, you should feel enough resistance
to your pinky that you can't push it down; if you need to
turn it on, you can mash the key with your thumb and get the
desired effect. It may take you a couple of times to get the
right thickness, but it's worth the effort. I have most recently
applied this 'fix' to Bitgraphs which have the stupid VT100 keyboard
(along with non repeating control chars -- really loses for EMACS).
