I believe that the paper "The ZOG Approach to Man-Machine
Communication", which was released as CMU tech report CMU-CS-79-148
has been printed in the International Journal of Man Machine Studies
(I know it's been printed, I saw it this summer, but I've forgotten
exactly which journal or issue--I think the one I cite is correct,
however).  The most common reference for NLS and Hypertext is VanDam
and Rice's 1971 Computing Surveys article on editors (September 1971).
A full paper on Hypertext (March 1969) is Carmody, et al., "A hypertext
editing system for the /360" which is supposed to be contained in M.
Faiman and J. Nievergelt, editors, "Pertinent Concepts in Computer
Graphics", University of Illinois, Urbana, Ill., March 1969
(pp.291-330).  There are papers in the 1973 National Computer
Conference and the 1968 FJCC by Engelbart (and others) discussing NLS.
