VLSI design survey

I'm involved with a project that will be attempting to consolidate
the design and simulation of VLSI systems in preparation for their
ultimate fabrication from (most likely) CIF format descriptions.

What I'd like to informally ask for are comments from others who
have attempted such projects. Some of the info I'm interested in
is:
       - Hardware for implementation (DEC-20, VAX, personal computer,
         etc.)?
       - Language of choice for system (LISP, C, PASCAL, etc.)?
       - Graphics capability of system (Bit-mapped, color, plain CRT,
         etc.)?
       - Overall impression of experience during design and
         implementation of this system.

Thanks in advance for any help. I'll be happy to share any comments
with interested folks.
