Reply to RMS@MIT-AI's msg about elimenating MIRVs.

I doubt that verification tactics, in this case, will
be very reliable.  In general, the value of verification tactics can be
diminished if the weapons are improved along some other performance axis
(accuracy, amongst one, and how do you verify accuracy?).   My point
is is this: as long as the weapons are there, there will always
be some way of improving them, unbeknownst to the opposing side.
It would be better to elimenate the weapon entirely then to resort to tactics
which encourage, at the very best, deception and at the very worst
the notion of having been deceived.  This  point was used again and
again in criticizing the mobile MX plan (costs quite another matter), and while
not commenting on the absolute merits of Regan's plan I find it to be the
more reaonable OF THE TWO solutions.
