Gromyko and Goebbels
So the tactic of the Big Lie is still in use:
If one's propaganda is sufficiently outrageous, an honest hearer who
allows any "benefit of doubt" will have swallowed a lesser falsehood entire.

Gromyko has learned well from Goebbels.

"The fact is that the USSR has taken the course of implementing at any price
its plans of stationing new missiles, tanks, radars, and troops in Eastern
Europe," Mr. Gromyko should have said.  "It is to this, and not to
negotiations, that priority has been given for decades.  It is necessary and
possible - I stress necessary and possible - to effect a turn toward an
effective containment of the arms race and achievement of the disarmament of
the West."
