Alternative to arms race.
    Philosophically, the major fault of the nuclear arms buildup is that
it does not directly contribute to the the destruction of  communism,
except in so far as their inefficient economic system is less able to
bear the financial burden.  As a parallel effort, we should drop millions
of VLSI radio receivers onto the Soviet Union and broadcast to them
directly by satellite.  We could then keep their serfs informed of the
world news, and in particular, of the activities of their own government.
We could encourage slowdowns, teach them how to manufacture weapons and
explosives from available materials, and teach then how to communicate
secretly (perhaps also send them encryption devices).  They would then
know that they have not been abandoned to eternal slavery and that
the goal of restoring their freedom is achieveable.
