I haven't my notes in front of me, but my recollection of what
Tsipis said is as follows:
All reasonably flammable material (paper, wood, shake roofs, drapes,
etc., etc.) would be ignited out to a radius of 5 kilometers
(soft number subject to my faulty memory) and thus firestorms
were likely in areas of residential type construction.
He did not address the question of quantity of fuel per unit
area, which I guesss would be what would determine whether
a firestorm would form.
He mentioned Dresden, a non-Japanese city in
which there was a firestorm after the massive British air
raid in WWII.
