Shanty, go behind the Commissar and its to the left on the ground.

( ) Crappy Streets - In the little area by the cheap motels and the movie
theater, its back by the vending machine's stairs.

( ) Girls Sorority - The "?" door upstairs, of note I recall checking this
door many times before going on my search for the fairy's and
it doing nothing, you may have to have found him so many times.

( ) The Library - On the floor in front of the Magazine rack next to the
entrance. (gives Wings of Hermes)

( ) Art Classroom - In the corner between the Sketches and Blizarbra
(Money)

( ) Art Gallery - Last painting on upper floor, check it and he appears.

FAQ
Q: I can't find X Person or X Person isn't selling that item.
A: Try back later in the game, for example: Nigel will add more to
his inventory after you have gone farther in the show.

Q: I've beaten the game and I still can't find those fairy items!
A: Make sure you get the first fairy, located in the greek quad next
to the girls sorority (by the peep hole, you'll see it in the
bush there), this "unlocks" finding the other fairy locations.
