2. Introduction

Romance of the Three Kingdoms is a very long running series by
KOEI based on a book by the same name: Romance Of The Three
Kingdomes. The Three Kingdoms Period starts off with a rebellion
known as the Yellow Turban Rebellion that begins the fall of the
Han Dynasty. At the end, Jin unified China and ended the Three
Kingdoms Period. The graphics are not that great, but it makes up
by being a great strategy game with great replay value. This is
my first Romance Of The Three Kingdoms game, so I'll try my best
to help through this FAQ.

I haven't played all the scenarios yet but if you are new, and want
have a good game, I suggest playing as any officer under Cao Cao in
any scenario as Cao Cao is powerful in most of the scenarios.
Note that you have to either have to have Dynasty Warriors 5 Save
Data or Romance of the Three Kingdoms IX save data on your Memory
Card or unify China in any other scenario to be able to unlock the
9th scenario.

5. Starting A New Game
===============================================
The game's objective is to try to unify China. That is what your
force and every other force is trying to do. Of course, if you are
the soverign, you can just build your force and at the end, just
submit to the strongest force. In fact, your force does not have to
be the one who conquers China. The ending you get is dependant on
the status of your character and his or her stats. There are only
two ways for a game to end. They are:
1. If your force or another force conquers China.
2. If you die and have no family or oath brother to carry on as.
When you start a new game, you can choose to play as any officer or
a recommended officers or take the personality test to have the game
choose a character for you, based on your answers you give to the
questions asked. Each officer is different, having different abilities
and skills.

6. Ranks/Types of Officers

Sovereign
=========
A sovereign is the ruler of a force or a kingdom. A sovereign
controls the entire kingdom. He or she has the power to give
commands to anyone as he or she wants. He or she can order transfers,
set city policies, create districts, reorganize them and do almost
anything he or she wants to. However, the responsibility of the
sovereign is very big. The sovereign has to order the duties of his
or her viceroys, prefect and vassals. The sovereign has to make sure
the people he or she appoints to power will and are doing their
jobs well. Though the sovereign can appoint viceroys and prefects to
do work, he or she must make sure they complete their duties. The
sovereign also controls what happens in the city he or she is in
and in cities with no viceroys or prefect at all.

Viceroy
=========
A viceroy is somewhat like a sovereign, having been given a part
of the sovereign's land to oversee. It is the second highest rank,
and viceroys only answer to the sovereign. District policies will be
set for viceroys, but viceroys have the power to set city policies.
Viceroys have the power to appoint prefects to cities within their
district, and the prefects answer to viceroys. Viceroys can order
the transfers of officers within their district. Viceroys can request
for more officers or request to redistrict your land, but the
request is subject to the sovereign's approval or disapproval. Viceroys
control the city they reside in and the cities in their territory that
do not have prefects. Viceroys monitor the prefects in the cities in
their district.

Prefect
=========
Prefects control the city they have been appointed to and its officers
who are appointed there. Prefects either answer to their sovereign or
their viceroy, if there is one. Prefects can issue orders to vassals
in their city. Prefects are given city policies, by the sovereign
or viceroy to achieve. Although prefects have few responsibilities
they have to make sure their cities complete the policies set for them.

Vassal
=========
Vassals either serve a the sovereign, viceroy or the prefect. Vassals
have little power and are issued orders that they must complete under
a certain time. Vassals can offer suggestions, but it is all up to
the sovereign, viceroy or prefect to accept or reject it.

Free
=========
A free officer is someone who serves no one. However, that doesn’t
mean it has to stay that way. Free officers can choose someone to
serve or can just go about doing quests. The choice is yours to make.
Free officers can also build up a private army and use that army to
try and take over a city. Free officers can take over either neutral
cities or cities that have a force occupying it and establish his or
her own force.

7. Domestics - Facilities And Its Uses
===============================================

a. Farmland
===============
The Farmland is the place to increase the city's farming stat. The
higher this stat the more food you will receive. And food is very
important because your armies must have enough food. Without food,
your armies will desert you. Trust me, you do not want that to
happen. It once happenedd to me, and like all ten of my units were
gone, just like that.
Commands available:
1. Interact - Speak with an officer currently present at the
Farmland.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Farm - Work at the Farmland. This costs at least 100 gold and
takes at least 10 days.

b. Market
===============
The Market is where any city makes money. The higher the stat is, the
more money the city makes. Money is good to have. The Market is also
where you can buy and sell food. The cost of food will vary from city
to city.
Commands available:
1. Interact - Speak with an officer currently present at the Market.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Trade - Work at the Market. This costs at least 100 gold and
takes at least 10 days.
4. Buy Food - Buy food at a certain price.
5. Sell Food - Sell food at a certain price

c. Blacksmith
===============
The Blacksmith is where you can raise your Tech stat for your city.
This is very important because once you max out your Tech level, you
can expand your city. Expanding will be covered later on.
Commands available:
1. Interact - Speak with an officer currently present at the
Blacksmith.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Tech - Work at the Blacksmith. This costs at least 100 gold and
takes at least 10 days.

d. Gate
===============
The Gate is where you can build up your defenses and expand your city.
The higher you defense, the longer it will take for your enemies to
break down your city's gate when attacked. Expansion of you city
will allow another facility to be added and the number of units the
city can hold will become higher. Teh population also grows larger.
The largest size a city can go is XL.
Commands available:
1. Interact - Speak with an officer currently present at the Gate.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Repair - Repairs the Gate. This costs at least 100 gold and
takes at least 10 days.
4. Expand - Expands the scale of the city. This takes 60 days, and
the cost depends on the size of the city. Vassals can only
perform this when ordered to.
5. Destroy - Destroy is used only on gates of other forces. The
officer will them attempt to lower the defense of the city's
gate. This costs 100 gold and takes 10 days. Vassals can only
perform this if they have the Warlord command or have been
ordered to.

e. Guardhouse
===============
The Guardhouse is where the law and order is kept. Order is, to me,
the most important stat. Having low order will lead to your
civilians revolting which can cause your own city to turn
against you in battle. Bandits will also attack cities with low order.
Order always drop whenever you do any other Domestic command. Using
the Order commnd will also help you to discover spies sent by other
forces.
Commands available:
1. Interact - Speak with an officer currently present at the
Guardhouse.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Repair - Repairs the Gate. This costs at least 100 gold and
takes at least 10 days.
4. Survey - Allows you to get information on the city you are
surveying. The information will last for 6 months. Having the
Spy skill will replace this command. This costs 100 gold and takes
10 days.
5. Spy - Like survey, with the exception that a spy will be planted,
and information on the city will be known as long as the spy is
not found. Spy replaces Survey.

f. Barracks
===============
The Barracks is where you can establish, recruit and drill troops
for your city. Establish creates a new horse, foot or bow unit.
Recruit, as the name suggests, recruits more people into your army.
Drill increases morale and experience to a certain limit.
Commands available:
1. Interact - Speak with an officer currently present at the
Barracks.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Establish - Establishes a new unit. The cost of establishment
varies and takes 10 days to complete.
4. Recruit - Recruits people into units. The cost of recruitment
varies and takes 10 days to complete.
5. Drill - Drills your unit. Increases morale and experience. This
costs nothing and takes 10 days.
6. Edit - Allows you to merge or disband units. Takes 1 day.

g. Garrisons
===============
Garrisons are needed to establish new types of units or upgrade units
that are alreday established. To establish the different types of
units, you need the right facility/facilities in your city. The unit
will then be able to be established at the Barracks. For units to be
upgraded, the units must have the right amount of experience and there
must be the right facility/facilities in the city. Some upgrades also
require a Foundry.
There are 7 different types of garrisons and they are:
Garrison (B): Upgrades Bow units.
Garrison (F): Upgrades Foot units.
Garrison (H): Upgrades Horse units.
Garrison (A): Establishes Armored units.
Garrison (E): Establishes Elephant units.
Garrison (HB): Establishes Horsebow units.
Garrison (S): Establishes Savage units.
Commands available:
1. Interact - Speak with an officer currently present at the
Garrison.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.

h. Machine Yard
===============
The Machine Yard is where you can create weapons to be equipped to
your units. There are a variety of weapons to create and most of them
are very helpful, especially the Ram. Weapons require a minimum amount
of Tech to be created. Some weapons can only be created if the is a
Foundry in the city as well.
Commands available:
1. Interact - Speak with an officer currently present at the Machine
Yard.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Weapon - Creates a new weapon. The cost of the weapon varies and
takes 1 day to complete.

i. Shipyard
===============
The Shipyard is where ships can be built and equipped to units. Ships
are especially useful if you are figthing in the south because they
help by negating the effects of the current more often. For officers
without the Admiral skill, ships are especially useful.
Commands available:

Shipyard.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Ship - Creates a new ship. The cost of the ship varies and takes
1 day to complete.

j. Foundry
===============
Foundries are good for one thig only. They allow you to create better
units, ships, and weapons if they are in cities which have garrisons,
shipyards, or machine yards.
Commands available:
1. Interact - Speak with an officer currently present at the Foundry.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.

k. Schools
================
Schools are places where you train the experience of one of your four
main stats. Anybody can use these schools. There is a school for each
stat: School Of WAR, LDR, INT and POL. Once the experience of a stat
reaches 100, the stat goes up by 1.
Commands available:
1. Interact - Speak with an officer currently present at the School.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Learn - Trains up your experience in one of the stat. The cost
varies and takes 20 days to complete.

l. Exchange
================
Exchange is the place to get more gold or to get an item not available
in bazaars. To be able to exchange, you must have 1000 gold and the
city must be controlled by your force.
Commands available
1. Interact - Speak with an officer currently present at the
Exchange.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Deal - Allows you to attempt to increase your gold. This costs 1000
gold and takes 20 days.

m. Bazaar
================
Bazaars are places you can buy and sell items. Each Bazaar has its
own selection of items which are buyable.
Commands available:
1. Interact - Speak with an officer currently present at the Bazaar.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Buy - Allows you to buy items from the bazaar. The cost of the
items varies. Takes 1 day.
4. Sell - Allows you to sell your items to the bazaar. The selling
price of the items varies. Takes 1 day.

n. Observatory
================
The Observatory is where you can have the future predicted by the guy
who is there. I believe he is called a philosopher. You can only use
the Observatory if the city it is in is controlled by your force.
Commands available:
1. Interact - Speak with an officer currently present at the
Observatory.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Forecast - Allows you to check out for any upcoming disasters.
This costs 500 gold and takes 1 day.
4. Fortune - Allows you check how long more an officer is going to
live. This costs 100 gold and takes 1 day.

o. Infirmatry
================
The Infirmary is where you can get healed if you are sick or injured.
Anyone can use any Infirmary. You can also treat other sick officers
here. Imfirmatry also reduces the damage from plague.
Commands available:
1. Interact - Speak with an officer currently present at the Tavern.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Heal - Allows you to recover from you sickness or injuries fast.
Costs 100 gold.

p. Home
================
This is where you live. Here, you can remain inactive, talk to your
spouse, if you have one. At times other officers may drop by, to either
recruit you, just have some wine, or challenge you to a duel or debate.
Commands available:
1. Interact - Speak with an officer currently present at the Home.
2. Resign - Allows you to resign from the force you are in and become
a free officer. A sovereign cannot use this command.
3. Relocate - Allows you to choose a new home city. Only free
officers can use this command.
4. Wait - Remain inactive for a set amount of days.

q. Tavern
================
The Tavern is where you will spend the most time if you are a Free
officer. You can accept requests and hold banquets as well. Some
tactics are to be performed here.
Commands available:
1. Interact - Speak with an officer currently present at the Tavern.
2. Observe - Listen to rumors and/or search the area for undiscovered
officers. Takes 1 day.
3. Request - Allows you to choose from 3-4 requests to do.
4. Banquet - Holds a banquet. If there are officers in the tavern,
they will join and your friendship with them will improve. If
however, there are no officers present, you fame will rise
instead. This costs 100 gold and takes 10 days to complete.
5. Agitate - Attempts to lower the order of the city. This costs 100
gold and takes 10 days to complete.
6. Rumour - Attempts to lower a certain officer's loyalty. This costs
100 gold and takes 10 days to complete.
7. Disrupt - Attempts to worsen relationships between two other
forces. This costs 100 gold and takes 10 days to complete.

r. Others
================
The facilities listed here only have the Interact and Observe
commands, but are just as important as any other facilities. Garrisons
and foundries are the exceptions as they were, to me, more important,
and so were listed above though it only has the Interact and Observe
commands.

Flood Control
================
A city with the Flood Control facility reduces the damage from
typhoons and floods.

Granary
================
A city with the Granary facility reduces the damage from locusts.

Shelter
================
A city with the Shelter facility increases population growth
(though I don't really see the difference) and eliminate the order
problems when earthquakes occur.

Lecture Hall
================
A city with the Lecture Hall facility raises the effects of schools.

8. Sages
===============================================
There are 9 sages that move around randomly in the game. The sages
help teach skills. They are also the only people who can teach you
the reknown skills, I believe. Anyway, thanks to Flamingllama32 for
his great FAQ which I referred alot for this section. This is a list
of what the sages teach, what they give and where they move about.
Cai Yan: Teaches all domestic and debating skills and gives you
the Zither
Seen: Mostly around the Central Plains and Nei Bei
Guan Lu: Teaches all Domestic skills and can help you receive a life extension
Seen: Mostly around Xia Bei and Nei Bei
Hua Tuo: Teaches the Doctor skill and gives Hua Tuo’s Journal
Seen: Mostly around Chu and Wu Yue
Huang Cheng Yan: Teaches all battle skill and all the duel skills
Seen: Goes around the whole map randomly, no area he’s mostly in.
Mi Heng: Teaches the Taunt skill
Seen: Mostly around the Central Plains and Nei Bei
Qiao Xuan: Teaches Hero skill
Seen: Mostly around the Central Plains and Wu Yue
Sima Hui: Teaches all Tactic skills and the Doctor skill
Seen: Mostly around Chu, Wu Yue, Ba Shu, and the Central Plains

10. Duels

a. Explanation
================
Duels are an interesting aspect of the game. There are many ways
to duel. A friend might ask for a duel, a request might require
you to duel. You can duel to get in to enemy cities. Your nemesis
will challenge you to a duel. You can even duel during a battle.
Duels are sort of a mini battle, where you can use basic commands,
defensive commands, generic specials, and skill specials. Skill
specials are skills that your officer has and are the best, followed
by generic specials and finally the basic and defensive commands.
Basic commands are grouped into three types: St, Sl, and Sw. St
defeats the Sl and Sw attacks, but will be defeated by evade, the
defensive command. Sl defeat Sw attacks, but is defeated by St and
evade. Sw defeats only evade, and is defeated by St and Sl attacks.
The type of attacks are then grouped into high and low groups.
Attacks that are high will deplete some musou, and are orange in
colour. They do more damage than the low attacks. Low attacks, though
they do not deplete musou, do less damage. They are light orage in
colour.
Every round, musou is recovered. Officers need at least 50% of their
musou to be able to excecute any kind of special, be a a generic or
skill special. Specials used when having full musou do more damage
than usual.
Duels will end when an officer is defeated, meaning the officer has
lost all his or her health, which is diplayed on the health bar,
or manages to escape. If the duel was during a battle, then the losing
officer gets captured and all units under his control gets destroyed.

b. Skills
================
Skill: Recover
Effect: Lets you use Recover.
Recover uses 3 dodges and regenerates life.
Learned: Participated in 5 duels.
My Thoughts: Good, but not that good. The other specials, to me are
much better.
Skill: Shout
Effect: Lets you use Shout.
Shout requires 3 Slices and regenerates energy.
Learned: Paricipated in 15 duels.
My Thoughts: Shout is good as well. Another effect of shout is to get
your character exicited when used with full musou. That will allow
you to go three turns without depleting any musou, so it is quite
a useful skill.
Skill: Scare
Effect: Lets you use Scare.
Scare uses 3 Slashes and regenerates your own energy and
drains your opponents.
Learned: Participated in 30 duels.
My Thoughts: Scare is even better than Shout, draining your opponents
musou as well as regaining your own. It has the same special effect as
shout.
Skill: Parry
Effect: Lets you use Parry.
Parry uses 3 Sweeps and counters your opponents attack
every round for all 3 rounds.
Learned: Won 10 duels in a row.
My Thoughts: One of the better moves. One of my favourite moves.
Skill: Counter
Effect: Lets you use Counter.
Counter uses 3 Swing and counters your opponents attack
and skill specials every round for all 3 rounds.
Learned: Won 30 duels in a row.
My Thoughts: Counter is probably the best skill, but hard to get. This
totally destroys any opponent and it even counters specials.
Skill: Crush
Effect: Lets you use Crush.
Crush uses 3 Stabs and launches a strong attack on the 1st
round.
Learned: Won 10 duels.
My Thoughts: A good offensive move, but Maul is better.
Skill: Maul
Effect: Lets you use Maul.
Maul uses 3 Strikes and launches the strongest duelling
attack on the 1st round.
Learned: Won 30 duels.
My Thoughts: This would probably be the best offensive skill. It does
the greatest damage, so try to get it as soon as possible.

c. Tips
================
1. Always try to use specials as soon as possible, as they might
disapper the next round.
2. Use evades strategically. For example, if you know that your
opponent has Maul or Crush, then use evade on the first round.
3. Evades should be followed with a Sl or Sw move as most of the time,
evades will be effective and so enemies will be dazed, so use this
chance to get rid of Sw or Sl moves.
4. Use guard only when no other moves are available. Guard does not
decrease the damage done that much, so it is practically useleess.
5. If you are in a duel during battle and know that you are going to
lose, then use flee. It's better to be alive and kicking that captured.
6. Duel officers you think you are capable of defeating. Don't set your
sights too high and be disappointed later.

11. Debates
===============================================

a. Explanation
================
Debates are another intresting aspect of the game. If is sort of a
type of duel between officers who have low war abilities. There are
many ways to start a debate. You friend might ask to have a debate
or you may have taken up a debate request or maybe it was just to
persuade the guards of enemy cities to let you in. However, to do the
last example, an officer requires the Hero skill.
Debates are mini games where you try to beat your opponent of friend
in a game of wits. Both of the debaters stand on a bride with a meter,
half the meter is blue and would be yours, while the other half is red
and is your opponent's. To win, your meter has to cover the whole
meter. You lose when your own meter is gone. The meter depletes when
you or your opponent wins the round or by refuting the opponent when
he uses an attack command. There are four types of commands. Regualar
commands, auxillary commands, attack commands, and others.
Regular commands, which are in either blue, green or red colour, and
auxillary commands, which are grey in colour, have a number on them.
The numbers range from 1-9 and the larger VALUED, I repeat, VALUED
number will be the one which wins. Why VALUED and not just larger
number? Well, the game has this mini board at the bottom right corner,
where the numbers 1-9 are. For people without the game or have just
started, this is an enlarged version of what the board looks like:

As you can see, the are 3 row and 3 colummns. If any 3 numbers get
connected, be it diagonally, horizontally or vertically, with the
same coulour, it will push back the opponent of the debater who
formed the line. However, if the 3 numbers were connected by 3
different colours, the debater who formed the line will be pushed back
instead. Whenever a row is formed, the value of the number changes.
So if 9 was the highest VALUED, 1 would now become the highest VALUED
instead and vice-versa. That is all you need to know about regular
commands.
The next type of command is the Auxilarry commands. There are 2 types
of auxilarry commands. They are Focus and Awe. Focus can be used by
all officers, while Awe is available to officers who have that skill.
I'm not sure about this, but it seems officers with the Awe skill will
not receive any Focus commands. If someone could clarify, that would
be great. These commands have a number too, but they work differently.
When they win a round, they do not push back the opponent, but just
gets placed on the board. Then their effects vary. Focus will allow
more damage, though marginally, to be done if the officer who used it
won a round. Awe is a bit better as it pushes back the opponent of the
officer who used it before each round. The effects of these commands
can be negated by the opposing debater by using a command with the same
number to replace it. Personally, I don't think Focus does much, but
Awe is an above average skill.
The third type of command is Attack commands. These commands can only
be used by officers with the skills. There are four types and they
will be explained in the next chapter. These commands always beat
special commands, but can be easily stoped by the other two commands
Plead and Refute. They are yellow in colour.
The final type of commands don't fit into any category, and I forgot
what category the game put it in, so for now, they will be known as
others. There are four and they are coloured in purple. Two of these
commands, Mire and Think, can be used by any officer, while the other
two, Plead and Refute, require the officer to have that skill and will
be explained later. If an officer has the Refute skill, then the
Plead command will be replaced by it. Mire allows numbers on the board
to be reshuffled and Think allows your whole hand to be changed.
Debates are fun and in a way similar to duels. That is all there is
to a debate.
