In my last playthrough of SRW Alpha, I noticed that in Scenario 67, I was able
to recruit Ingram without recruiting Rebi. I simply had Ryuusei (in SRX) move
up to Ingram and convinced him. Mind you, I did get R-GUN Powered, but
Viletta was piloting it. I have a hunch you need to get R-GUN Powered to
recruit Ingram.
