With all those heroes, you need someone bad and evil.
Billy is not that evil, but he is Geese's bodyguard,
which makes him bad too. His style is great and if
anybody likes to play from a distance and with a
little hard character to use... then Billy is your
very good choice.

His standing A and distance A are for the Dai Kaiten
Geri, no question asked. Do not do them just like
that... when you do them by mistake, just do the Dai
Kaiten Geri after them. His distance A is a bit not
that good and has got a bad recovery. Do Dai Kaiten
Geri after it and save yourself. His crouching A is
good to poke and to use from a distance... it comes
out fast and no lag. But it isn't invincible at all...
it is just fast, only FAST. Some players can break it
out with their uppercuts easily. So, does that mean
the end of the world and you should never use it? No,
smart @$$, you can use it from time to time or when
you make your play unexpectable.
Do not make your opponent read you like an open book.
Do a crouching B then Dai Kaiten Geri, then poke with
his A two times and stop... the opponent sometimes
will do a crouching A or uppercut to hit you, so now
your very good pay back is Sansetsu Kon Chuudan
Uchi... and follow it to make it painful so that the
opponent would fear you for a bit at least.
His distance B is the most unused Normal Attack,
because it does not have any goodness. And there are
other good options other than this one. His standing B
is for combos... it is fast and does not have any lag.
His crouching B is very good and if you use it wisely,
you will do so good in your matches even against
Normal Chris. If you want something saver do crouching
B three times then Dai Kaiten Geri, because if you
want to do after the crouching B his good move
Kyoushuu Hishou Kon and you are not so fast to perform
it after the crouching B, then just forget about it.
Most of the times his Boutaka Tobigeri will come out
instead of Kyoushuu Hishou Kon. So, easy and simple...
Boutaka Tobigeri has a very bad lag and it is one of
the worst moves in the game, the opponent will eat you
a live if you do it. So go to the other method...
stick with Dai Kaiten Geri since it is easy to
perform. And if you are an expert with Billy and you
do not do mistakes at all with his combos, then I
strongly advice you to use his Kyoushuu Hishou Kon
after the crouching Bs. A lot better.
His distance C is good this year because it has less
recovery and it comes out fast. You can use it from a
distance and from time to time... you just have to use
it wisely to make it useful, otherwise you are wasting
your time. Also, his standing C and crouching C are
strong and tough for combination attacks. But his
crouching C is not as tough as it was in K.O.F'97.
Some air attacks can trade hit with you. And some can
hit you... it depends on the position and the jump
actually. If the opponent is jumping high then you
should think of doing something else. And if the
opponent is jumping low, then fast do it... it could
be useful to you. And always do after it his Dai
Kaiten Geri so that you won't let yourself open. It
has bad recovery...
His distance D is laughable. I do not know what's
really wrong with it. I only use it when I am cornered
and the opponent is the jumpy kind of characters. And
they still can hit me sometimes. Funny... it's
invinciblity comes way too late. He must put his rod
on the ground and then goes upside down THEN it
becomes a very strong attack. Forget it, it is stupid
and a complete waste of time. His standing D has the
same case as his standing A, standing B and standing
C. Do his Dai Kaiten Geri after each of them. His
crouching D is not that good and has a little lag
there. But you do not really have to do it always. May
be with Chang, Goro and some characters that cannot
hit you after you do it, yes. But with the fast
character, no. Do it from a distance and make it very
unexpected.
His CD can be used from a distance or for the counters
or to cancel it to any Special Move. You know... you
need to be tricky sometimes. His Air CD is not fast
but also good to use from long jumps.
His air attacks are good to use so that you won't let
your opponent jump. And you really need to put your
opponent on the ground since Billy lost his uppercut
this year. His A and B are there for fast play and if
you just need another air attack to do. But they are
not damaging and have no long range. His up C is good
for those who defend low. But it is so noticeable
because you have to jump high to do it, you cannot do
it in a low jump. His up D for combos and his C is for
the distance play or to do after Kyoushuu Hishou Kon.
Also his up high A the most useful air attack and it
comes out fast but you need to jump high to perform
it. Which makes the opponent waits and then fast
jumps... all the attacks have their goodness and
badness.
But Boutaka Tobigeri does not have any goodness at all
and it is pathetically weak. What were the Korean
thinking? This Special Attack stinks a lot, unlike in
the Fatal Fury games... it was so damn good. 97, 98
and still now stinks... why? Do not do it no matter
what. It is a complete waste of good time. Not even
when the opponent is far... it has a very bad recovery
and it comes out pretty damn slow and it is so damn
noticeable. It stinks so much... it's ture, it's damn
ture.
But, but, but his Dai Kaiten Geri is very and so
useful. Always do it and every time. The opponent can
do nothing because it comes out so fast and has good
invinciblity. Also good recovery. Do it after the
Normal Attacks and when the opponent wants to jump and
you want to make him or her on the ground, just do it.
Yes, it is so helpful and useful... it's true, it's
damn true.
As for his counters, his Karyuu Tsuigeki Kon is
laughable because the opponents can roll even if they
hit the rod and Billy countered their attacks. Do it
only from time to time or when the opponent performs a
Special Move. His Suiryuu Tsuigeki Kon is good because
it can counters the low and mid attacks. Also, it can
be so useful when you are in Max Mode. But do not put
your hope on it, because you need to attack a lot, not
be attacked.
Senpuu Kon does not have good invinciblity, but it
could be used if the opponent is also jumping low...
be warned, some characters can hit even if you do it
right because their air attacks are tougher than this
very undamaging move. You could make it damaging if
you know the opponent is going to roll forward. But
who is moron enough to roll since you will play a keep
away play? Suzume Otoshi is good when you are very
good to make your opponent away and then when the
opponent high jumps, just do it with the A button
because it is fast and better. Do not guess, it does
not need guessing since it is fast enough to come out.
Do it against the high jump, not the low jumps.
Because you have his crouching C against the low
jumps.
Do his Sansetsu Kon Chuudan Uchi after any combination
attack and do not continue if the opponent has a power
stock. Because then he will roll and then kick your
sorry @$$ very hard. That would be very painful. It is
easy and simple, keep your eyes open and focus on
everything. Do Sansetsu Kon Chuudan Uchi when you poke
a lot and then the opponent does an uppercut and
crouching A... stop the pokes and then Sansetsu Kon
Chuudan Uchi. If you do it from a distance with the A
button, it could be useful... but anyway, always
remember, do not follow it when the opponent defends
it and has power stocks.
Kyoushuu Hishou Kon is not that good, really. Let us
see the good and bad sides. First, the good side. It
is damaging, can do combos after it and can combo it.
Second, the bad side. If you do it without combo, the
opponent can defend the first hit then roll forward
and when you are wide open... you are history. It
cannot be used as an anti-air because a lot of air
attacks can hit you. You cannot control Billy while he
is in the air like in Fatal Fury 2 or Special (when
you do the Kyoushuu Hishou Kon I mean). You cannot
move him backward or forward... he just lands down...
pretty much easy to read. So you need to do it after
combos or when you know that the opponent will do a
weak hit or about to jump, do it. Depend on your
Normals and when you get your opponent with anything,
like... crouching B... do Kyoushuu Hishou Kon. But
yes, when Billy comes down, the recovery is pretty
fast. The opponent cannot hit you, so the only answer
is to roll forward and then kill you.
His throws are simple and easy, if you want the
opponent to be near you, do his Jigoku Otoshi... and
when you want to throw the opponent away, do his Ippon
Zuri Nage. Pah, they won't be much of a threat when
you are facing an expert because he or she can escape
your throws easily. So be tricky and do not depend on
them a lot.
His Desperation Moves are so laughable because they do
not have any invinciblity at all. But they are so
damaging. His Chou Kaen Senpuu Kon is not like in
Fatal Fury... one hit and you are history. No, you
have to be near your opponent and make the whole fire
eats him or her a live. If the opponent jumped and you
performed it and hit him, he will wait until Billy
throws his fire at him and then roll forward and kill
you. There is exception if the opponent is cornered of
course. So you need to do it when the opponent rolls
or after Kyoushuu Hishou Kon. It could be so damaging
and painful... the most damaging Desperation Move in
the game, but it does not have invinciblity and good
recovery. And must the whole fire gets the opponent.
His Dai Senpuu is also so stupid and laughable. Only
can be done for combos. As for anti-air or
anything.... NO! Anything can break it in no time... a
complete waste of Power Stocks. But use his Super
Desperation move, it has a little invinciblity
actually. But not that much... still, they can own you
whenever you do it.
His Hidden Super Move Divine Punishment is the most
unused Super in the game... I mean he has to first
throw his rod and then cover himself and THEN if you
hit him he will make you say OUCH. But the very good
question is will you really hit him when he performs
it? HELL NO! It is not as his other counter moves
where you have to do them when you see the opponent
does a move. With his Divine Punishment, you need
FIRST to do it and then make the opponent hit you! Not
when the opponent hits you, do it, because he won't
counter... it is like Billy saying to his opponent:
"Hey, wait for me until I throw my rod and then try to
touch me so that I could perform the Divine
Punishment" And in a very wise reply from the
opponent: "Yeah, right... punish my @$$. I will wait
until you take out your rod and then kick your sorry
@$$." Get the picture?
It is pretty clear now how to use everything. What to
use and what not to use. Try to focus more and more
when the opponent depends on his or her CD Counter
when you are giving him a hard time. Because the CD
Counter gives Billy a hard time.

not bother to look for sites to put any of their

use him perfectly good...

A: No, Roro. He is good and very good. But he has got
some bad things. He does not have a decent uppercut
which makes him open. Also, his Desperation Moves are
pathetic and in order to make them useful you have to
use them with combos. But he does not need to use them
since he has some other good Normal Attacks and
Special Moves. The Desperation Moves are good for many
characters because they do damage in no time... and
Billy does not. That is why he is a bit hard to use.
