Welcome. This FAQ is nothing really special, to be honest. This document will
entail and detail the SimCity 2000 Urban Renewal Kit, a dot artist's dream for
remodeling the graphics of the PC version of SimCity 2000. Not much else to
say about it, actually.

4. The "Paint the Town" Window********************SC2K_URK_4*****************
This portion of the Urban Renewal Kit is used to change the look of the
buildings and objects, much as an amateur dot artist could.
Let us begin with a diagram of this particular window, shall we? It is not to
an exact scale, though, so beware.

Now, to the descriptions of such.
The three rectangles of varying sizes in the top-left corner of the window show
the object being edited from various zoom points as they would in the game
itself. The smallest rectangle has the farthest-out zoom setting, the one
below that has the next-highest zoom setting, and the largest one has an
higher magnification.
The small boxes to the right of them are various drawing tools. Go below this
description section to find details on them.
The square beneath the small boxes shows in the whole thing your "front" or "F"
color. This color is used with the left mouse button. Remember, it will not
show your "back" or "B" color.
To the right of that and the small boxes are some other drawing tools that are
more function-related. See a following list for those.
Below them, in the slighty-separated section, are some buttons that change how
much is edited. Details further ahead.
To the right of that, dominating the right half of your screen, you'll find
the editing area. Here, you can edit a blowed-up version of an object in the
game. There is only a certain area you can edit, however. Turn on the "Show
Clip Region" option to see that area. Using the left and right mouse buttons,
you can color set areas of the object differently. Turn on the grids in the
options menu, and adjust them as needed, to visibly understand what precisely
would be edited.
Nearby, we have multi-colored boxes. This is where you can pick the colors you
want. Click with the left mouse button to set the color for, and you can do
the same with the right mouse button. Scroll down the list, past the black bar,
to get a bunch of random color selections.
Below those, you can see eight available objects that you select for editing.
Use the arrow blocks on the right to scroll through your object groups, as
detailed below.
As promised, I am detailing some of the buttons (the drawing patterns and
tolls), as well as the object groups. Scroll through here to reach some more
details. It's somewhat lengthy, due to the object groups, so prepare to use
the scroll bar, if you want. This will end after the ~~~~ bar.

Drawing Patterns Buttons

Remember, front ("F") color is synonymous with the left mouse button, just
like the back ("B") color with the right mouse button!
Going left to right, top to bottom...
-- Simple block color. Used with the left mouse button and uses its color.
-- Checkerboard using both the left and right mouse buttons.
-- Simple blocking again. Color placed with right mouse button.
-- Ladder-patterned; uses both left and right buttons' colors.
-- A ladder pattern, like the above, but with a gray line dividing the
"ladders".
-- Another ladder pattern, as the above, but using a darker gray line.
-- Airbrush effect dominated by the front color.
-- Airbrush effect with about 50% gray, and the remaining 50% divided between
the front and back colors.
-- Airbrush effect like the above, using a darker gray.
-- Kind of tough to describe. Uses varying shades of tan with some two-pixel
sets of the back color scattered throughout.
-- Similar to the above, but used darker tans, and more sets of more orderly
back-color pixels.
-- Same as the above, but uses even darker tans and is less orderly.
-- Makes some 1x2 pixels sets of the back color (about 50% of the area), with
the front color and an orangy-tan in a similar rectangle for the rest.
-- Similar to the above, but uses brown and horizontal stripes.
-- Same as the one two above, but the orientation is different and the third
color is very prominently brown.
-- Makes a bunch of the front color while putting some of the back color
throughout in 1x2 rectangles that create a pattern going down-right.
-- Same as the above, but the rectangles are horizontal.
-- Same as the above, but the rectangles aim to the top-right.
-- Creates a checkerboard pattern of the front and back colors using 1x2
rectangles.
-- Creates a horizontal ladder pattern using the back color as the "ladder".
-- Another checkerboard exactly the one two above.
-- Has a bunch of the front color with some 2x3 rectangles of the back color
scattered throughout, arranged in vertical lines.
-- Same as the above, but the rectangles are in both horizontal and vertical
lines.
-- Same as the pattern two above.
-- A pattern with a bunch of the front color and mis-aligned 2x3 rectangles of
the back color scattered throughout.
-- A pattern like the one three above, but the rectangles are 3x2.
-- A vertically-mirrored version of the one two above.
-- Has four-pixel groupings of the front color amongst four-pixel groupings of
two pixels of the back color and two pixels of gray.
-- A plaid pattern using 2x1 or 1x1 groupings of the front color, and a bunch
of gray lines only interrupted at the intersections using the back color.
-- Same as the one two above, except in orientation and the gray is darker.
-- Uses rectangles made up of either one pixel of the front color and one pixel
of the back color, or uses gray 1x2 rectangles.
-- Uses horizontal lines of gray darker than the above, in addition to lines of
pixels alternating between the front and back colors.
-- Same as the one two above, but a dark gray is used.
-- Has a background of the front color, using lines of the back color with
some pairs of 1x2 rectangles scattered throughout, horizontally in line with
each other.
-- Same as the above, but there is no pattern to the rectangles.
-- Same as the above.
-- Has two-pixel-wide lines of the back color with 1x2 rectangles of the same
back color scattered amongst a front-color background. The rectangles are
arranged in a down-right aiming pattern.
-- Same as the above, but the rectangles are horizontally in line.
-- Same as the above, but the rectangles aim to the top-right.

Drawing Tools Buttons

thickness.
-- Creates a parallelogram with the selected pattern. Use the square buttons
to adjust side thickness.
-- Creates a vertically-mirrored version of the above.
-- Creates a circle or ellipse with the selected pattern. Use the square
buttons below to adjust thickness.
-- Creates a square or rectangle with the selected pattern. Use the square
buttons below to adjust side thickness.
-- The color fill button. Click an area with the left mouse button and that
area, and all adjoining pixels of the same color, will be changed to the
front color.
-- Color picker tool. Click in the editing area with the left or right mouse
button to assign a color to the front or back colors, respectively.
-- The Zoom Out button for the editing area.
-- The Zoom In button for the editing area.
-- The copying tool. Click on it and select an area to duplicate.
-- The pasting tool. Click on it and move the flashing object around, then
click to paste it. Remember, the memory is still stored after changing
tools, but only what was initially copied. Copying something, changing it,
then trying to paste it will only paste the original.
-- Pencil and eraser tools' pixel-size picker. Uses 1x1 pixels.
-- Pencil and eraser tools' pixel-size picker. Uses 2x2 pixels.

By default, your object browser at the bottom of the window is set to "All",
which has all object groups used. Also, these are the default names.

So, I've guess you read that headache. No? Good.
Okay, once you're done editing ALL of the objects you want to, head to "File"
and, under "Save" or "Save As", use "Working Object Set". This will save this
in either a MIFF or DOS file that you can load within the main game of
SimCity 2000 as a tile set, which will change the appearance of whatever that
the changes apply to.
5. The "Pick & Copy" Window********************SC2K_URK_5********************
This portion of the program is used to bulk update the object designs.
This window is simpler looking, so I won't diagram it.
Begin by using the "Load" option within the "File" menu to load a working
object set (what you want to edit) and a source object set (what you'll replace
something in the working set with).
Got it? Go to the "Pick & Copy" window. Find whatever you want to copy in the
source and working object sets (use the arrow squares to navigate). For
example, if I want to change the Mayor's House, I find it on both the source
and working object sets.
Next, click and drag the object from the source to its equivalent in the
working set. You cannot copy a Mayor's House to a Launch Arcology, for
example; only Mayor's House to Mayor's House. You cannot edit the source set
in this way, either.
The changes you made to the working object set will be immediately visible in
the other two windows.
Okay, once you're done editing ALL of the objects you want to, head to "File"
and, under "Save" or "Save As", use "Working Object Set". This will save this
in either a MIFF or DOS file that you can load within the main game of
SimCity 2000 as a tile set, which will change the appearance of whatever that
the changes apply to.
6. The "Place & Print" Window********************SC2K_URK_6******************
This window is used for editing the city itself, after you've edited the
building tile sets.
Here, you'll see the blank terrain of what could be a city. Using the
rectangular window with the buildings, you can select one and place it
wherever you want - no money required. You can sort through the object groups
in the top toolbar, if you want.
Using the other moveable toolbar, you can (left to right, top to bottom)
-- Bulldoze.
-- Place water, pipes, or trees. (Double-click for the choices.)
-- Zone for industry, residence, commerce, airports, seaports, or the military.
(Double-click for the choices.)
-- Place roads, highways, tunnels, and on-ramps. (Double-click for the
choices.)
-- Place rails, subway tunnels, or the transitional area for them.
(Double-click for the choices.)
-- Place power lines.
-- Rotate ninety degrees counterclockwise.
-- Rotate ninety degrees clockwise.
-- Zoom out.
-- Zoom in.
-- Center.
-- See what is underground (water pipes, tunnels, etc.).
-- Show buildings.
-- Show infrastructure (power lines, roads, rails, etc.).
-- Show signs.
-- Show zoning.
You also don't have to use something blank. You can use a pre-made city (one
you made or one that game has pre-loaded) -- go into "File" and use "Load".
Edit it at your will. However, there are some restrictions:
-- The "edge of city" restrictions remain.
-- All placed objects and buildings must on entirely flat terrain.
-- Marinas require the one water tile it is placed upon.
-- On-ramps are still places at a Road-Highway intersection.
-- Subway to Rail connections require at least one Rail, a Subway, or another
Subway to Rail connection.
-- Objects from the Animated I and Animated II groups cannot be placed.
-- Scenarios can NOT be changed.
-- Rubble from bulldozing buildings is not there - you can place it if you
want, though.
-- Obviously, you cannot get money this way. You can SAVE money, but not
directly obtain.
Now, there is a true purpose to this. You can basically "pre-create" a city at
will. Just save it as a city under "File". Then go into the actual SimCity 2000
game and load it on up. Remember, however, that this will affect the source
city if not saved as a separate file!
There is one MAJOR thing to consider about this. Oh, sure, you can make an
extremely large, all Launch Arco city, all for free. But what will happen?
Remember, the SimCity 2000 Urban Renewal Kit has absolutely no effect on what
is yet to come in the game itself. All you've really done is place buildings
down for free. From there on out, in the actual game, it will play out just as
any other city. In other words, the all-arco city can easily fail horribly.
Of course, there are others you can use this for. You can make "city art" to
print out for yourself, or make screenshots to submit to GameFAQs, the internet
in general, or whatever. You can use this to learn what the simulation people
in the game like without wasting bunches of cash. You can also, supposedly, use
the cities for other Maxis games, as per the help manual in the game.
7. Other In-Game Menus********************SC2K_URK_7*************************
The menus are visible at the top of the overall application window, but will
change depending on what sub-window is active.

- File:
- Load:
- City: Load an already built city for "Place & Print".
- Source Object Set: Load source object set for "Pick & Copy".
- Working Object Set: Load something to edit.
- Save:
- City: Save the "Place & Print" city for future use in the game or this.
- Working Object Set: Save what you're editing as a tile set.
- Save As:
- City: Change the name and/or file path of your "Place & Print" city.
- Working Object Set: Change the name and/or file path of you working set.
- New:
- City: Open a city in "Place & Print".
- Working Graphics Set: Loads the default/original tile set to work on.
- Export BMP File: Exports the "Paint the Town" drawing as a bitmap file.
- Print Setup: Printing preparation.
- Print: Print some or all of the "Place & Print" city.
- Exit: Close the application.

windows until you swap to another one. Although, technically, only "Pick
& Copy" window uses the latter of these.
-- A source set can be loaded from any window, but is only used in "Pick &

-- Just remember that the graphical appearance will not affect anything; all
"hitboxes" are already loaded and are unchangeable, so just go around and
make it look as odd as you want!
