I do not know if each password for a level is different than the one before
it. I believe so, as many passwords for a single level seems rather uesless.
All of the passwords for a level share the last two characters, so I have
removed them from the passwords after the first password for each level.

The password system for Bubble Bobble Part 2 is easy to understand, but more
difficult to explain. I'll try my best, though.
The number of passwords per level depends on the positions of the characters
involved at the password screen. The characters are positioned like so:

The standard number of passwords per level is 32. However, this only occurs
if the characters do not reach the boundaries of the password screen. For
example, let's look at a level without boundaries and 32 passwords, level 5.
The passwords for this level are:
As seen in the first line, the second character begins with K and moves right
along the password screen until it reaches S, at which character the chain is
broken. When the chain is complete, the first character moves right one, and a
new chain begins. This continues four times, creating four chains of eight
passwords, for a total of 32 passwords for the level.
Next, let's look at a level with boundaries and 21 passwords, level K1. The
passwords are:
The first thing noticed is that it is three chains long with only seven
passwords in each chain. This is due to the character B. Since there is no
character before B on the password screen, the total number of chains is one
less, as the movement of the chain character, which is the first character
of the password, is only a total of three right in a normal password. The same
effect occurs at the second character of the passwords. Since the second
character in each password begins with B, the movement of the password
character, which is the second character of the password, is only a total of
six right.
On level passwords ending with a number, such as ones ending with M9 or Q5,
subtracting one from the last character, which is the number character, will
result in a password for the level directly after the level the original
password was for. For example, FKM9 is a password for Level 1, and FKM8 is
a password for Level 2.
That is basically the password system for Bubble Bobble Part 2. I found the
passwords through completing the game and dying at each set level (1, 6, 11,
16, et cetera), and recording the passwords. Then, I continuously died on
the first level to acquire some variations. I played around with these
passwords for a while, until I understood the system, and then I found the
variations for the other levels. The passwords for the K levels were found
through trial and error, which is largely based on chance more than anything.
