With the release of The Keisatsukan 2: Nationwide Assault, and Police
911 2 Respectively, it's time for me to make the very final update for
this FAQ.  If you are having too much trouble beating the original
Police 911, I highly suggest that you read this FAQ over and over again
and then get the memorization done pronto so that you can finish and
master Police 911 in a cinch.  Japan's times are far superior to USA's
times (even without the Warehouse stage).  5'08"700 at Japan is really
fast for 6 urgent arrests in the game, but I feel it's time for me to
help you out move into Police 911 2.

Not too many players are playing the game properly.  Here are the key
hints on how to play the game without spending too much cash: Don't
waste too many bullets, don't reload too often (Reloading takes too much
time away), shoot gangsters only, move your body to tactically reveal a
gangster's body part, know when to say when (Innocent Bystanders and
your colleagues will block your aim, so it's important to know when to
say when, sometimes it's safer to make sure that an innocent is out of
the way before shooting), know where the bullets will travel, take out
the criminals with maximum effect, and don't hide (this is also important)
unless otherwise necessary.  You should hardly hide because the game
is all about memorization and knowing your targets really well.  Using
your body to discover tactically new techniques is also crucial.  Again,
don't play the game like you would in Namco's Time Crisis: This is a
really massive mistake I saw in the many bodies of my fellow players.

REASON WHY I AM WRITING THIS FAQ
========================================================================

Too many people are having too much trouble playing the game.  I've seen
a lot of people just ducking for cover as soon as they start on a certain
screen or whatever because they think that the criminals are going to
shoot them or whatever.  They only attack when the criminals stop firing
not to know that they could've have done so once the action starts and
to only hide if it's a surprise attack.  They say, "Oh, I have to hide
because I'm going to get killed".  Well, that's a big excuse.

It's possible to fare well with this game by just standing up against the
criminals before they even shoot, and get out alive without suffering a
single scratch.  In order to do so, you have to memorize the location
of all enemies and only hide if the shots turn out to be a surprise attack.
You also have to learn what direction the bullets will be travelling
as well as there are ways to not get hit without excessive hiding.  In
Police 911, you still can get hit even though you hide so keep that in
mind.

Enough ranting for now, onto the Police 911 Guide.

NOTICEABLE DIFFERENCES BETWEEN THE KONAMI POLICE MACHINES
========================================================================

For now, I only have detected differences between "Police 911" and
"The Keisatsukan" as far as the Storyflow is concerned.  Here are the
noticeable differences that I have detected from the GameFAQs Message
Boards:

"The Keisatsukan" (Japanese version of Konami's Police)
-------------------------------------------------------
* The Smuggling/Black Market Deal is taking place in Shinjuku instead
 of Little Tokyo.  The game starts at Japan instead of America.
* You play as a One-Man Swat Team Officer working for the Metro Police
 Department instead of working for the LAPD.
* After you finish the Night Club Scene, you are told to hurry to the
 scene where Shigenobu Matsuyama is speeding with five gang members
 shooting at the police from the back of the truck.
* The scenes after you arrest Mr. Matsuyama has you trying to supress
 the Gokudo-Kai at the streets of Kabuki-Cho and eventually going onto
 a "Cowboy Fight" against Richard Hansen at the Shinjuku Station Square.
 The only thing that has not changed on The Keisatsukan is that Richard
 Hansen is still the guy who made the deal with the Gokudo-Kai.
* Richard Hansen is the most accurate criminal in The Keisatsukan.
* You go up against Keisuke Matsuoka at the Shinjuku Subway instead of
 Katsuji Haraguchi.
* Once you've cleared the first 5 scenes of the game, you then make
 an emergency flight to Little Tokyo at Los Angeles to immediately
 collaborate with the LAPD's International Investigation Unit and the
 American FBI in order to arrest the remaining criminals who tried to
 escape the hands of the Tokyo Police Department back at Japan.
* The first scene at America has you attempting to arrest both Bai Ei
 Lee and Noriko Nagata simultaneously.
* You go into a Highway Chase and a battle in the Underground Parking
 Garage before going to the same scene where the American Police 911
 has you arresting Richard Hansen.  The second scene in the American
 Police 911 is actually the final scene where you're being told to
 arrest Katsuji Haraguchi instead of Richard Hansen.
* The Keisatsukan is missing one of the 10 scenes in the American
 Police 911.  That scene is the Area of Planned Smuggling, where you
 fight Noriko Nagata, who's trying to export a huge shipment of
 illegal handguns from America to Japan.
* Shinjuku will be easier to pass in The Keisatsukan as opposed to
 Police 911 and Police 24/7.  Little Tokyo will be far more difficult
 in this version of Police.

The American Police 911 Cabinet
-------------------------------
* The smuggling deal takes place in America, where Richard Hansen is
 making a deal with the Gokudo-Kai inside a Nightclub in Little Tokyo.
* You work for the Los Angeles Police Department and then go undercover
 under strict support by the Tokyo Metropolitan Police Department.
* After you clear the Night Club, you will be fighting on the scene which
 is similar to the final scene in The Keisatsukan (for Japan), but
 instead, you will be fighting Richard Hansen instead of Katsuji
 Haraguchi.
* The next 3 scenes has you involved on a Highway Chase, Underground
 Parking Lot battle, and on a Pedestrian Area Chase, where you arrest
 Bai Ei Lee.
* Added an "Area of Planned/Finalized Smuggling", where you have to
 prevent Noriko Nagata from completing the smuggling deal that Richard
 Hansen made before you started playing the game.
* The second half of the game takes place in Shinjuku, where you had to
 make an emergency flight to Tokyo in order to make immediate contact
 with the Tokyo Police Department's International Investigation Unit
 in order to arrest the remaining members of the Gokudo-Kai, who
 apparently escaped the hands of the LAPD.
* The first stage in Shinjuku takes place in the streets of Kabuki-Cho.
 The second scene in Shinjuku has you going up against Shigenobu's
 Dump Truck.  The third scene takes place in the Gyoen, where a cowboy
 fight against Keisuke Matsuoka takes place.  The final stage in the
 game is held at the Shinjuku Subway, where you have to fight Katsuji
 Haraguchi.
* Keisuke Matsuoka is the most accurate criminal in the American
 Version.
* Difficulty has went up from the translation of the game.
* Little Tokyo's difficulty is moderate, while Shinjuku is many times
 more difficult.

NOTE: Police 24/7 has the same features as with Police 911, so if you
are playing Police 24/7, please follow this FAQ.

TELL ME MORE ABOUT THE MOTION SENSOR SYSTEM
========================================================================

The Motion Sensor System is basically Konami's answer to Namco's Action
Pedal.  Both the Motion Sensor System and the Action Pedal allows you to
block/dodge hits whenever a bullet is about to hit you "spot-on" but the
similarities end here.  The Motion Sensor System is more physical than
the Action Pedal Mechanism because the Motion Sensor System requires you
to move your body as opposed to just stepping to attack and releasing it
to hide.  Swaying left, right, crouching, or a combo of swaying/crouching
are the possible actions that you're allowed to perform.  In order to
let the game "read" your movements, both of your feet MUST be placed on
the "Playing Mat" at all times.  ONLY ONE PLAYER IS ALLOWED ON THE
PLAYING MAT AT ALL COSTS DURING GAMEPLAY.  DO NOT WEAR ANY HEADGEAR
DURING GAMEPLAY AS THE MOTION SENSOR BARS WON'T READ YOU.  ALSO, WHILE
THE GAME IS ON PLAY, NEVER TOUCH THE BARS, AS IT MAY DAMAGE THE MOTION
SENSOR SYSTEM.  Once both of your feet is on the playing mat, you can
then perform all of the aforementioned actions necessary to avoid
dangerous hits and/or to reveal some parts of the criminal's body.  The
flashing arrow indicates what direction you need to "go" in order to
reload your gun.  The gun reloads really slow so you need to hide long
enough so that your magazine fills up completely.  The more concealed you
are from the action, the faster your gun will load up.  Unlike the Action
Pedal (which you can't shoot while you are hiding), you are allowed to
fire even if you are hiding.  Rather than dodging at one speed, your body
movement allows you to control how fast you want to "crouch".  The faster
you react, the faster you will rotate the screen.  The slower you react,
the slower the screen will rotate.  Your reaction is all speed-sensitive
meaning that you can variate the flow of your hiding and still be able
to attack at a certain angle.  Provided that both of your feet is within
the playing mat at all times, the motion sensor should be able to read
you during gameplay.

WARNING: DO NOT PLAY THE GAME IF YOUR EXERCISE IS MEDICALLY REGULATED,
YOU EXPERIENCE A HISTORY OF MOTION SICKNESS, IF YOU HAVE BEEN DRINKING
EXCESSIVE AMOUNTS OF ALCOHOLIC DRINKS, IF YOU THINK YOU ARE PREGNANT,
OR IF YOU HAVE ANY MEDICAL ISSUES THAT MIGHT PREVENT YOU FROM PLAYING
THE GAME TO THE FULLEST.

HOW YOU CAN GET THE EXTRAS AND STUFF
========================================================================

Depending on the difficulty level of the game, time extends can be
either generous or stingy.  Also, time extends tend to be stingier in
some points of the later areas of the game.  You usually get a modest
time extend whenever you arrest a criminal.  Suspensions (Demotions) and
life losses are grounds for wasted time.  In the Boss Scenes, you will
not get time extends unless you arrest the boss completely.  When you
reach certain "milestones" as far as the rank is concerned, you will get
more time or extra lives.  On the earlier stages, you get a time extend
for hitting criminals successfully.  On the later stages, time extends
will become stingier, and sometimes you might not get a time extend
even after you've wiped out all of the criminals.  Here's how everything
works.  You start at the Officer Rank.  For every 3 Battle Points you
clear, you will be promoted.  If you hit an innocent or a colleague by
accident, you will get demoted and any bonus effects that is associated
at a certain point is lost.  If you die in the line of duty, then you
will be taken back to the Officer Rank, but the bonus effects will be
restored, and you will have an opportunity to get those bonuses again.

Points without a demotion or a cop loss in order to get promoted):

HOW "GRADING" WORKS
========================================================================

Police 911 features the most complex scoring system the arcade industry
has to offer.  I've found the information on how to become a better player
at Konami of Europe's Webpage (http://www.konami.co.uk, it's called
"Police 24/7", but it's still the same game).  However, you should be
aware that "scoring" is based upon a real-life Police Aptitude System
that analyzes your overall performance as a Police Officer.  How you
behave during the game is measured by how well you use the Light Gun and
(most importantly) the Motion Sensor System.  With Police 911, you are
actually "training" to see how well you can perform as a Police Officer.
Your score is _NOT BASED_ on a single category, but instead, you are going
to be graded and analyzed in a different and vast amount of factors that
will determine the outcome of the results.  When the game ends, you will
see how well you did as a Police Officer.  In order to make sure that I'm
summing up in my own words, I'm going to give you what you need to know
if you want to improve right now.

The Key Results

Reaction Time (Reflexes)
------------------------
This category determines how well you can dodge the enemy's attacks, if
you have made any last-ditch attempts to avoid getting shot or not, how
quick you can arrest the enemies, and if you were careful taking the
Gokudoukai out or not.  This category is based on your agility and
dexterity.

Intellect (Intellect)
---------------------
This category is based on the numerous actions you've taken in order to
ensure that the Gokudoukai is taken out with the least possible action or
not.  Shooting innocents and/or colleagues by accident will really hurt
your intellect.  In Shinjuku, this is something to worry about because
innocents are scattered all over the vicinity and you'll want to make sure
that you are using the Motion Sensor System to spot "pieces" of the
criminals so that no innocent will get hurt.  Being able to know when
the bullets will hit you or not is also a factor.  Knowing when to take
out the enemy also influences this category as well.  Shooting Technique
is also influenced by this category as well.  Strafing the area won't cut
it as you might risk hitting an innocent and/or colleague by accident
if you do this.  To close this category up, you need to have a good
memory and knowledge of the whereabouts of the criminals and how soon
they need to be arrested if you want to score high on this category.
The time you take to clear each screen also influences this category as
well.  Don't shoot unless you think that the bullet will land at the
criminal only and not at the innocent/colleague.  Knowing how to take on
the trouble spots with minimal time plays an important role as well.

Luck (Luck)
-----------
This category is based on how many lives you have lost and/or how many
suspensions that you have been slapped.  This category also measures
your ability in finding the quickest way to arrest urgent criminals
as well.  Also, this category measures your ability on how many "close
call" arrests that you've made.  This category will also measure on
how long you've took to arrest a boss criminal during the boss scenes.
A complex category to discuss, Luck requires you to save time and to
perform some overly-dangerous arrests in order to score high on this
category.  Losing too many lives will hurt your score on this category.
Your ability to conserve lives, avoiding innocents, and to waste minimal
time during the boss fights will help you in this category IMO.

Bravery (Bravery)
-----------------
This is an easy one.  If you take too long to hide from the enemies
before you put the handcuffs on them, then your grade will suffer as
Bravery is an important aspect of a Police Officer (as per Konami Europe).
Don't start hiding every time you start out a screen.  I know that in
certain instances, you will encounter some surprise attacks but you just
need to know that the Motion Sensor System allows you to dodge bullets
in multiple directions rather than in one direction. You can hide and make
arrests, but just make sure that you don't hide unless you need to do so.
In certain spots, there are certain enemies that you have to take out first
before the others just to reduce the severity of the attacks that force you
to hide.  So unless you think you're going to lose a life, don't hide.
It's OK to hide (provided that you're having a bad feeling it's a surprise
attack), but don't excessively hide because the commissioner will think
you're afraid of the criminals.  The only time you will have to hide is when
you run out of bullets or if there is no way to flinch without getting hurt.
There are certain times when you can just flinch a bullet or two without
getting hurt, so try to see if you can find a good pattern to show your
bravery.  But for real, don't hide too much.  If you encounter a battle
point with machine gunners, put the handcuffs on the machine gunners as
soon as possible (they will strafe a lot so be careful).  Even the machine
gunners can't forever fire their weapon.  When they stop firing (and provided
that the innocents are not obstructing your way), deck 'em out.

Youthfulness (Youthfulness)
---------------------------
I think this category depends on how much time you've taken to complete each
screen and how many lives you've lost throughout the game.  I also have a
firm belief that this category will depend on how often you continue in the
game.  The more you continue, the lower your youthfulness will be.  The
quicker you are in clearing each screen (and the quicker you arrest Richard
Hansen, Bai Ei Lee, Noriko Nagata, Shigenobu Matsuyama, Keisuke Matsuoka,
and Katsuji Haraguchi), the better your youthfulness will be.  I think that
it's also agility-based as with your reaction time.  I have yet to verify
each of the 6 categories.

Behavior (Ethics)
-----------------
This is an easy one to explain.  Shoot Gokudo-Kai members ONLY and never
shoot your colleagues or innocents by accident whatsoever.  Be very
careful when in Shinjuku because most of these trouble spots will involve
taking out Gokudo-Kai with minimal trouble to the Innocent.  Shoot an
innocent or colleague by accident every time and you'll get demoted.
The more you get demoted, the lower your behavior rating will be.  The
Shinjuku Subway is also something to worry about.  Some of the trouble
spots will involve your colleagues blocking your way.  It's really
best to let your Colleagues move to their desired spot before you even
try to attack.  A certain position on the playing mat might allow you
to nail the criminal without hitting innocents/colleagues by accident.
Shooting anything but Gokudo-Kai members will waste time, net you a
Demotion, and will add a Suspension to your Report Card at the end of
the game.  Suspensions will hurt your grade, so don't shoot anything
but Gangsters.  If you can make it through the game without hitting any
innocents/colleagues by accident, then you are a true Police Officer as
the key here is to nail the Gokudo-Kai without hitting innocents and/or
Colleagues by accident.  True Police Officers never hit anything else
but Criminals and this category proves it.

"Failed!" on the background of the Time Elapsed.

Shooting Technique

The accuracy of your shooting.  The less you strafe, the better your
shooting technique will be.  Your Shooting Technique will be good if you
use less bullets to arrest the criminals and if you do not miss excessively.
Your Shooting Technique will go down if you miss excessively, or shoot an
innocent bystander/colleague by accident.

The highest rank that you have reached throughout the game.

Suspensions
-----------
How many colleagues/innocent bystanders you've shot by accident throughout
the entire game.  You will be slapped with a Suspension (and a lower
Ethics Rating) if you shoot anything other than a Gokudo-Kai member.
In the streets of Kabuki-Cho, the Shinjuku Park, and the Shinjuku Subway,
trying to keep your Ethics in good condition is something to worry about
because there are a lot of innocents disrupting your fire and in the
subway, you should allow some time to let the colleagues finish moving
at the desired place before you try to press your luck.  Just because
you see a criminal doesn't mean it's safe to fire because either an
innocent is blocking your fire or your colleague isn't finished moving
yet.  Move your body around to see if you can find an open spot to avoid
suspension (A suspension takes place if you hear a buzzer and then you
waste about 10 seconds of time because of this scenario).  The key to
avoid suspension is to find "safe spots" by efficiently using the Motion
Sensor System to move your body around to expose some really good spots.
Trouble Spots require close attention to your body movement.  Usually
everything stops after you lose a life or shoot an innocent/colleague
by accident but YOU WILL STILL GET SLAPPED WITH A SUSPENSION IF YOU
HIT A MOTIONLESS INNOCENT BY ACCIDENT.  If a motion-less innocent is
completely obscuring a criminal, DON'T SHOOT UNLESS THE ACTION MOVES
ONCE AGAIN.  This is to avoid excessive suspensions, which will hurt
your Ethics Rating.  More on Trouble Spots later on.

NOTE: If you are at an area where a bonus is incurred when you reach
that point, the bonus effect will be gone until you lose a life (that
is, if you get demoted).

Smuggling.  Threats.  Harassment.  Disputes.  Identity Fraud.  Mugging.
Rape.  Burglary.  Thievery.  Black Marketing.  Homicide.  Hit And Run.
Software Piracy.  Illegal Storage.  Drug Trafficking.  Conspiracy.
These are the many forms of crime that exists everyday.  Other crimes
have originated in one point of the planet's history, but among all
crimes that are known to our everyday police departments, these items
are the most serious crimes that exist in our society today.  Although
other serious crimes are not mentioned in this FAQ, no matter where
you live and no matter where you go, there will always be dangerous
crime every step you take.  There will always be malice.  There will
always be violence.  There will always be mobsters.  News Media fills
you in on the major crimes that occur in our cities and suburban areas
around the world.  Everyday, a new crime is mentioned in public.  In
Television, newspapers, the Internet, local radio, and other media
means that exist in our society.  Crime is an unstoppable monster that
seems to be eating up our peace everyday.  There is no easy way out
from crime.  Crime follows us wherever we go.  When we move to a new
area, we know that crime will follow us even in the darkest moments.
Peaceful citizens are worried about their lives everyday because crime
stalks them every mile.  Every Meter.  It's impossible to run away
from crime unscathed.  It seems that crime was the perfect monster
that would eat up the peace and serenity of our communities everyday
until crime dominated the area.

Although not all cities experience excessive crime, you need to be
aware as a reader of this FAQ, every step you take, you must be very
careful.  You never know when you make a wrong move so be sure that
you are watching out for crime at all costs.  Fear leads to anger.
Anger leads to hate.  Hate leads to suffering.  Criminals are often
victims of their own fear, and tend to take advantage of their fears
to terrorize the lives of innocent people everyday.

Yakuzas, weapon smugglers, drug dealers, serial killers, black
marketers, software pirates, bank robbers, kidnappers, and other
members of Crime's inner circles give crime their home in some part
of the city.  Crime has ran rampant ever since the end of World War
II and we continue to see a lot of crime in our streets even after
the dawn of the 21st century.....

Criminals often use a front in order to plan their next illegal
move in secrecy.  This is how crime can become a perfect predator.
Mobs often plan one illegal move after another by meeting in night
clubs, arcades, restauraunts, rich men's mansions, and by communicating
through cell phones, pagers, and even Laptop Computers.  Organized
Criminals often love to plan move after move without having others
notice them.  This is how crime can become hard to stop without the
help of dedicated citizens who can supress organized crime at all
costs.

There was hope for the peaceful citizens everywhere.  Following a
code to do the following, we look at them as the valiant fighters
who fight the unstoppable cancer of Crime everyday.  These gifted
people follow a code to keep our streets safe:

* Serve the Public Trust
* Protect the Innocent
* Uphold the Law

They investigate crime, gain evidence, look for clues, hints, and
other "things" they might find handy.  Once the crime is proven,
they attempt to put the most dangerous criminals of all time behind
bars.  These talented people struggle everyday using their raw
bravery with minimal or no danger/harm to the ordinary citizens in
order to keep violent crime at bay.

These talented people are called "Police Officers".  A place that
houses Police Officers is called a Police Department.  Each section
of the city has its own precinct where an adequate amount of officers
are being housed waiting for another crime to make its wrong move.

Each department has an investigation, evidence, bomb detection, SWAT,
and other trouble specialty unit that perform a task in a certain
area.  Today is everyday for the Police.  They must remain alert
and vigilant in order to protect the innocent lives from the cancer
called crime that can strike us without advanced warning.  Working on
a 24/7, 911 basis, Police Officers risk their lives to keep communities
safe from malice and crime.

Now we know what the nature of crime and the police is.  Now let's get
to the example on how we face these kind of happenings everyday.

In The Keisatsukan (Keisatsukan translates to "Police Officer" in
Japanese), we go to the theater district in the Kabuki Cho sector of
Shinjuku, Japan.  Nihon-Jin-a-plenty along with a responding group of
The Keisatsukan are surrounding the Theater District like nuts.  There
is a reason to this.  The Japanese International Investigation Division
has received a call from an employee of that Kabuki-Cho Theater District
Night Club that suspicious activity is taking effect on a few tables
at their nightclub.  The suspicious activity involves members of a
Japanese Mafia (Called the Gokudo-Kai) planning on smuggling a huge
shipment of illegal firearms from America to Japan.  Richard Hansen is
making a deal with Katsuji Haraguchi to ship these illegal guns into
Japan for the Gokudo-Kai to use, and Hansen's willing to sell those guns
to the Gokudo-Kai for an agreeable sum of Yen!!!  We then see a lot of
Police Cars surrounding the entrance of the Gokudo-Kai's Nightclub and
putting their men in position all around the Theater District.  The
Metro Police Department is now going to make a forced entry inside the
nightclub where the Gokudo Kai is making their smuggling deal.  This is
not going to be an easy task as stubborn criminals will fire at you in
order to resist arrest.  It's up to you to arrest these dangerous
criminals, and save Shinjuku from a possible terrorist threat.  You
will have to eventually make a visit to America to help the American
Police Officers there should for any reason a criminal from Japan seeks
escape and refuge, even though you don't hold a badge at an American
Police Department, as it's a part of your duty to arrest the criminals
no matter what it takes, no matter what nation you are in--You must
be willing to help all police departments at all costs.

Police 911 and Police 24/7 takes place at the Little Tokyo Sector of
Los Angeles.  Here we have LAPD cars tactically positioned all over
the busy streets of the Entertainment District of Little Tokyo, near
the Little Tokyo LAPD Precinct.  There is a reason why we are seeing
police cars all over the scene of the crime.  The FBI has received a
call from an anonymous employee of a Little Tokyo Night Club that several
tables are littered with Yakuza members discussing a smuggling deal
involving illegal firearms.  Cameras from the night club has caught
the gang trying to move firearms from America to Japan.  As a response,
the FBI has ordered the LAPD to make a forced entry inside the nightclub
and to surround the streets of Little Tokyo.  Stubborn criminals will
attempt to use resistance and eventally find refuge inside Japan.  As
with the Metro Police at Tokyo, you, as an LAPD Officer, must eventually
travel all over the globe to help all police departments arrest all
known criminals, even though you don't hold a badge at a particular
nation.  This game really shows the story on how police officers from
different nations and different departments are willing to help each
other to prevent criminals from finding secretive refuge from a
different place.

My note

In order to make sure that this walkthrough is concise, I will only cover
the most troublesome spots in the game.  Because each stage might take you
to different paths (depending on how fast you are and other unknown
factors), it is hard to say which one is full of trouble or not and which
one is not.  I'm going to be a little bit more general here as opposed to
the Time Crisis FAQs that I have written for GameFAQs.com and Verasnaship
Interactive.  Some of the spots are really cake while others are really
too hard to handle.  Remember, only the trouble spots are covered in this
FAQ.  I also have included some Troubleshooting Tips at the end of this
file so that you will learn what "things" you really need to be very careful
of.

If you had to ask, Police 911 takes place in two nations and in two major
cities: Los Angeles and Tokyo, at USA and Japan respectively.  However,
the action really takes place in Little Tokyo and in Kabuki-Cho Shinjuku
where the scene of the crime is ensuing at.  You are asked to take the
part of a one-man SWAT Team in order to save Little Tokyo and Shinjuku
from a Black Marketing Deal that could spell disaster and terrorism
to both cities.  The first 6 stages take place in Little Tokyo in LA while
the final 4 stages take place in Shinjuku, Japan.  You must protect the
law-abiding dwellers in BOTH CITIES if you are to bid to save USA and
Japan from a possible terrorist threat due to an Arms Smuggling Deal.

WARNING: CERTAIN AREAS HAVE ENEMIES FIRING AT YOU JUST BEFORE YOU ARE
READY.  ENEMIES ARE REALLY GOOD AT SURPRISE ATTACKS.  SHOULD THIS BE
THE CASE, YOU MIGHT HAVE TO DIVE BEHIND A PILLAR JUST TO AVOID ANY
SURPRISE ATTACKS.  EVEN THOUGH YOU DEFEAT A CRIMINAL DOESN'T MEAN THAT
THE BULLET THAT THEY FIRE WON'T HIT YOU.  A DOWNED CRIMINAL'S BULLET
CAN STILL HIT YOU SO BE CAREFUL NOT TO DOWN A CRIMINAL WHILE HE'S
FIRING OR YOU MIGHT GET DOWNED TOO.  ALSO, BE CAREFUL THAT INNOCENTS
MIGHT OBSTRUCT YOUR VIEWS.  DON'T SHOOT IF YOU THINK THE BULLET MIGHT
HIT AN INNOCENT/COLLEAGUE BY ACCIDENT.  WAIT UNTIL IT'S CLEAR BEFORE
SLAMMING THE CRIMINAL.  HITTING AN INNOCENT DOES NOT NECESSARILY MEAN
THAT THE INNOCENT WILL NOT BE OBSTRUCTING YOUR VIEW.  ALWAYS MAKE SURE
THAT THE PATH IS CLEAR BEFORE THWACKING A CRIMINAL.

Stage 1: Nightclub

Prelude

We've gathered enough information regarding about the Gokudo-Kai's
intention to smuggle a huge shipment of illegal weapons to Japan from
the United States.  We are going to make a forced entry into the
Gokudo-Kai's Night Club where the smuggling deal is taking place at.

Beginning--Shoot the left gunman first and then the right gunman.  You
should be standing either center or leaning right.  Stand middle or
a little bit right for the first two men.  The next two involves a man
behind the counter and one close to the police.  The final two involes
two men fighting back with handguns next to the police.  The bullets
should be slow enough for error, but remember the higher the scene number,
the faster and quicker the bullets become.

Strip 2--Stay in the center and take out the two guys at your left.
Lean left and take out the other two gunmen who are hiding behind the
tables.  Be careful not to hit the obstacles.

Strip 3--Don't hide unless you really need to.  Start from the right
and work your way to the nearest criminal, who should pop up soon.

Strip 4--Shoot the first two guys in front of you, and then shoot the
two guys (be careful when taking the farthest guy because an innocent
will obstruct him).

The Night Club consists of paths-a-plenty so I won't go over certain
parts unless it's really bothersome to those who send me feedback.
From this point on, the only parts I will cover are the major trouble
spots, spots where players get stuck too often.  Some of the strips
are easier than the others, but the trouble spots are well worth some
recognition by myself.

Trouble Spot 1: Tipping the Gangsters
-------------------------------------
Facing towards the dancing floor, you will see gangsters trying to take
cover over some innocent bystanders.  Be careful not to hit the
innocents by accident.  Take the center gangster first and then take
the other two obstructing themselves by innocent bystanders.  This is
one of the scenes close to the major trouble spot (the point near
the end of the Night Club Scene).  After you take the first three
members down, the fourth one will be a machine gunner who will be
partially obstructed by an innocent bystander running back and forth.
Use extreme caution when taking on this machine gunner because you
never know when the bullets will be hitting the criminal or not.

Trouble Spot 2--Left side of the Dance Floor
--------------------------------------------
Welcome to the first terrible battle point in the game, where you are
being greeted to extreme resistance by a machine gunner and several
accurate gunmen.  Don't stick your head out too long because you will
be an easy target if you do this.  To prevent an Officer Down Timewaste,
hit the Machine Gunner just right of the center and then hit the gunman
just left of the center *quickly* and then crouch-flinch to the right
to ensure that you don't get toasted.  When the coast is clear, take
the center gunman and then take the right gunman *quickly*.  Depending
on skill, you can either take out the left gunman but if you think that
there's accurate lead sensing in your brain, then I would just take
cover and then when the gunman stops shooting, take him out.  You need
to watch out for the Machine Gunners in the game because they will
spray the air with lead and will cause quite a commotion to the LAPD
Commissioners when they rate your bravery at the end of the game.
Make sure that you dispose the Machine Gunners as quickly as you can
because once they start firing, they might not stop and take a lot of
time spraying the air with lead, so keep that in mind in future levels.
Shinjuku can be a real pain, so get used to the Machine Gunners in
the early levels.

Please be aware that the severity of the Gokudo-Kai's firing behavior
is highly dependant on the level the DIP Difficulty Setting is at.
The Factory Default/Internet Difficulty Level is set at Level 4.  There
are 8 levels of difficulty in all.

NOTE: This tactic works only on Police 911/Police 24/7/The
Keisatsukan machines with a difficulty setting of Level 5 and
easier.  For Level 5 Machines, shoot only the machine gunner and the
closest left criminal and then crouch for now since you may not have
some error to spare.  For easier machines, take out the three front
criminals, and then crouch.  When the path is clear, take out the
other two criminals.  Crouch-flinching at the right is the safest spot
to hide at, but if you don't eliminate at least 1 or 2 criminals before
hiding for cover, you might get slapped by both the Tokyo Metro Police
and the LAPD for being scared of the dangerous criminals.

The End of the Scene
--------------------
Take the nearest gunman right of the panicking bartender first and then
swerve your body left.  Take out the farthest right gunner but make sure
that you nail the nearest left gunman first before he gets a chance to
shoot you.  Afterwards, take out the far-right gunman while leaning left
and take out the far-left gunman while leaning right.

Players of Police 911 and Police 24/7, please hurry to the scene where
we are exchanging fire with the suspects outside of the night club onto
a fight with Richard Hansen.  Players of The Keisatsukan, please hurry
to the scene where Shigenobu Matsuyama is speeding across the Theater
District with 5 Gang Members shooting at our colleagues at the Truck's
Dumper Section.

We are exchanging fire with the members of the gang outside the Night
Club.  We also have spotted one of the Arms Dealers.  Officers inside
the Club, please hurry to the scene!!!

Two screens that you have to deal with before you fight Richard Hansen.
On the first battle point, lean left and then dispose the crouching
gunman.  Lean right and then use caution when taking out the middle
gunman because an innocent is obstructing your aim.  Take him out when
the coast is clear.  The closest criminal is self-explanatory.  Now
take out the fourth criminal.  You should be at the second screen.

For the second screen, be careful when taking out the center criminal
who's standing on top of a vehicle.  Your best bet is to hit him at
his neck area so that it *barely* misses the innocent.  Otherwise,
you should hit the criminal just left of the center first and then
the car-standing criminal.  Three more criminals will come out.  One
just left of the center, one just right of the center, and one near
the cop car.  Be careful when encountering those close to you as you
have to have a high reaction time.  Go from right to left and lean to
open up some good spots.  Now you're set to get Richard Hansen to Bars.

Charge: Smuggling Deal with the Gokudo-Kai
How to put Richard behind bars:
Richard Hansen shouldn't be a problem.  He's probably an easy boss
character but unless you really know when to thwack him, beginners might
have a hard time faring well against Richard.  The Richard Hansen
fight consists of 6 screens.  There is a spot where you can arrest Richard
sooner but that will require accurate timing.  He *might* take more than
one bullet to arrest and IMO there is a certain spot where he can be
arrested with one bullet.  Nuff said, here's the lowdown.

First Screen: Shoot the first two members at the center and then take
care of the other two hiding behind the two side cars.

Second Screen: Lean to the left and nail the gangster.  Now wait until
the gangster is visible enough to be nailed (but be careful not to hit
the blonde by accident as she *might* obstruct your view while the gang
member is trying to position himself to firing position).

Third Screen: Nail the man hiding behind the truck first.  Nail the
Machine-Gunner and the gunman (being obstructed by a panicking innocent
running from right-to-left), but be careful not to hit the panicking
bystander by accident as he might obstruct your view of the first gunman.
Now nail the gunman as quick as you can.

Fourth Screen: Lean to the left and nail the knifeman first.  Now nail the
three gunmen (they shouldn't be obstructed), and then nail the Machine
Gunner.  The gunfire is kind of severe but flinching leftwards should be
your safe bet.  Remember that their accuracy and/or firing behavior is
highly dependant on the Difficulty Setting.

Fifth Screen: Beginners should nail the gunmen while standing.  Shoot the
gunmen at their legs.  After three gunmen, you will approach the sixth
screen.  Experts can usually nail Richard at the fifth screen but it doesn't
sound as easy as it looks.  Crouch *just right* before the fifth screen
starts so that you can see Richard walking left and right (remember Richard
will be disappearing suddenly so you'll have to act fast).  A *little bit*
near the left criminal, begin to unload at Richard on his upper torso.
Keep on unloading at Richard until he falls down.  Remember that timing
is everything for this one so it might take about 3 bullets to down
Richard.  In addition, there is a certain spot you can only do this.
And that spot is on the top-hand half of the Infiniti. Timing is
everything for this one.  It will take practice before you master the
early arrest maneuver for Richard.

Sixth Screen: Nail the gunmen and then nail the machine-gunner.  If
Richard tries to shoot you, try to nail him before you get thwacked.
Be careful not to get hit by any bullets the criminals unload at you.
A gunman will be on top of the truck and a machine gunner will be firing</pre><pre id="faqspan-2">
at you at close-range.  After you take care of the interference, try to
get Richard down at the earliest moment.  The sooner you down Richard,
the better it will be.  And provided that Richard Hansen gets arrested,
it's time to continue on with your Mass Arrest Agenda.  4:28 PM at the
time of arrest.

"Fleeing Suspect arrested at 16:28 Hours"

NOTE: If you are playing The Keisatsukan, then this will be the final
scene.  Explicit details (major spoilers there) can be found at Konami
Japan's website at http://www.konami.co.jp.  Experts can arrest Katsuji
Haraguchi at the Fifth Screen but since you're dealing with Katsuji
instead of Richard, be very careful not to get thwacked by a surprise
attack at all!!!  Even after Katsuji's arrest doesn't mean that Japan
is safe, and you'll know that in The Keisatsukan 2, the danger is still
there.

Stage 3: Chase at Little Tokyo

We have spotted three cars speeding across the streets of Little Tokyo.
They are apparently trying to escape.  Please pursue these three cars.

The only way that you will be able to reload your gun is to crouch all
the way down to hide behind the dashboard of your car.  You will lose
a life if you get shot when the windshield is broken, so be sure to
crouch down before it's too late.

For the first car, pull the trigger twice while standing straight up
and then concentrate on getting the driver's side.  Arrest the left-rear
criminal first and then concentrate on the driver for the first car.
Be careful not to get shot, all you need to do is to crouch to avoid
getting hit.  Don't shoot unless the "damaged" car is out of your way
as the bullets will stop flying provided that it "hits" something.

The second car, you can usually get to the driver while the car is
swerving left and right to avoid you.  Concentrate on the driver of the
car to save time.  The gunmen are only there to interfere with you.

The third car is the farthest of all cars.  You will need an eagle's
eye to get him.  Again, concentrating on the driver is the key to
nab the final car.

Once all three cars are taken care of, you will get a generous time
extend and you will then go to the next scene, where some gang members
are hiding behind an underground parking lot.  All players of all
versions of Police, please continue pursuit at the Underground
Parking Lot.

MY NOTE: Try not to use too many bullets in this scene.  Your bullets
will not double-hit like other Konami Gun Games so use them wisely.
Make sure that you are hitting the windshield and the criminals.  Try
to land your bullets at the "Hit" Mark as much as you can.  This is very
hard to do and will take a lot of practice.

Stage 4: The Underground Parking Lot

It looks like some members of the gang are hiding somewhere at a nearby
underground parking lot.  Please continue pursuit.

Depending on the style of your play, this scene can take about one and a
half minute or even less if you are really shrewd.  Some of the enemies
can be total riots because they might have a chance to pull a surprise
attack.  There will be plenty of close-range enemies using handguns so
be very careful not to stick your head unless the coast is clear.  If
you slam a close-range criminal, then that qualifies as an "Overly
Cautious Self Defense".  I don't know if Overly Cautious Self-Defense
will help or hinder your Police Being but as usual, don't hide unless
you need to.  If you have made it this far without either a demotion
or without losing a single cop, then you should have 4 lives by now.

Very Beginning--Lean to the right and then go from close to far.  A
third criminal will come in to conclude the Battle Point.  In higher
difficulty levels, there is a moderate chance the close-range gunman
will pull a surprise attack.

Second Scene--Again, the close-range guy with glasses might pull a
surprise attack if the difficulty level is rather high so use high
caution again.  Note that you can do a surprise attack on a criminal
before he gets a chance to shoot.  Take the closest criminal first and
then take out the criminal at the left.  Wait until the right gunman
stands up to fire because while he's crouching, he's protected thanks
to the innocent blocking your aim.  Shoot him only when he's standing.
The guy with the knife at the right is self-explanatory--Just hit him
before he stabs you.

Against scenes that have moving cars:
If you are starting on a scene where a car is trying to run you over,
flinch to the left completely if the pillar is at the left of you,
right if the pillar is at the right of you.  Failure to do this will
result in losing one police officer, so you shouldn't let the car run
you over for any reason.

Third Screen Exhibit 1: Facing towards the old Mustang

Lean to the left and take the two gunmen (but be careful when taking out
the left gunman because an innocent is obstructing him).  When the machine
gunner comes in, wait until the innocent crouches down and then slam
the machine gunner at his face before he gets a chance to fire his FAMAS.
The guy with the knife is a really bad joke.

The end of the Stage: Hardest Part of all
-----------------------------------------
Here we go again, only this time there will be criminals a plenty with
no machine gunners whatsoever.  The number of criminals involved in this
scene is pretty ardulous.  There is a way to dump all of the criminals
here with minimal trouble.  Before the scene starts, lean to the right
and take out the first two nearby criminals and take the third.  After
taking the third criminal out, you might need to take cover by leaning
to the left and then while hiding partially, you might have to take out
certain criminals.  Be aware that once you take the first few criminals
out, two criminals will be coming up-close and personal with handguns so
take precaution not to let either of the two pull off a surprise attack.
There will be plenty of far criminals but when leaning leftwards, it
is still possible for a criminal to slam you with a well-placed bullet
so even though you are hiding at the left, you still need to nail the
criminals at the right-hand side before they start firing.  When the
area becomes less severe (about 2-3 criminals firing at you left),
then carefully take them out, and make sure that the final criminal
won't hit you as you drop him because even though you can move to another
battle point, you still can get hit by a criminal's bullet and lose a
life so don't be overconfident.  The hazard of this scene once again
is dependant on the Difficult Level DIP Setting of the machine and the
overall behavior of the Gokudo-Kai at this point.

After finishing the toughest scene in the Underground Parking Lot,
proceed to the Little Tokyo Pedestrian Area to arrest Bai Ei Lee if
you are playing Police 911 or Police 24/7, to central Little Tokyo
(where the start of the game in the American Police 911 is at) to
arrest Katsuji Haraguchi if you are playing The Keisatsukan.

Stage 5: The Little Tokyo Pedestrian Area

Prelude
-------
A pickup truck is speeding at the pedestrian area of Northern Little
Tokyo.  Please hurry to the scene.

NOTE: If you are playing The Keisatsukan, you will be arresting two
criminals instead of just Bai Ei Lee alone.  If you are playing The
Keisatsukan, then this will be the very first scene in the second
half of the game.

There are 5 screens that you have to complete before you earn a face-off
against Bai Ei Lee (There will be two criminals in the truck if you are
playing either The Keisatsukan).  I am going to explain it right now.

On the first screen, take out the machine-gunner on top of the van but
after taking out the machine-gunner, watch out for the gunman at the right
since he's really good at surprise attacks.  Now take out the guy just
left of the middle (but be careful not to hit the innocent that will
eventually be walking from left-to-right) and then take the two criminals
at the right side of the screen.  To take out the criminal who's near the
Ice Cream Van, lean to the right and shoot him but again, be very careful
not to accidentially thwack the innocent that will eventually run from
left to right.

On screen two, take out the two gunmen hiding behind the Police Cars on
the left and center hand of the horizontal center (but watch out for the
bullets because they are accurate hitters).  Usually after arresting one
criminal, you might have to hide because there is a high chance that
the other criminal might hit you if you just stand still.  Try to get
both criminals before they shoot.  Even if you have done so, you might
have to crouch just in case a bullet might be coming at you.  Now wait
until the machine gunner is not hiding behind the Cop Car on the middle
before slamming him to get to Screen 3.

On Screen 3, take out the guy on top of the van at the middle first.
Take out the guy on top of the van at the right and wait until the
Task Force Officer stops moving before taking on the Machine Gunner near
the Task Force Officer.  There should be two more criminals at the right.
Take out the blue-collared gangster first and then take out the
guy with the sunglasses hiding behind the right of the van, but make sure
the shot counts because if you miss, then he will ensure that you waste
time.  Eliminate that guy before he eats up your time.  Accuracy counts
on the guy hiding at the right-hand side of the screen.  The guy hiding
behind the middle van shouldn't be a problem.

On Screen 4, take out the guy behind the mailbox first, and then take out
the guy in front of the mailbox next.  Get the guy on top of the ceiling
at the right-hand side of the screen and then thwack the machine-gunner
after that guy.  For the first two guys, lean rightwards and for the last
two guys, return your position.

On screen 5, take out the front guys and then take out the two guys hiding
behind the van.  Try to develop a habit of taking out the frontal criminals
cowboy style as doing this might save you time.  Now it's time to take out
Bai Ei Lee.

WANTED CRIMINAL #2: Bai Ei Lee (47)
-----------------------------------
Charge: Escaping Arrest by departing by Pickup Truck
How to put Bai Ei behind bars:
For most beginners, Bai Ei will be much harder than Richard Hansen.
Even though this has to be the case, you shouldn't be spending any more
than two screens (commonly) against Bai Ei.  This is the very first boss
battle that will circle around the Boss Point until you waste Bai Ei.
The longer you take, the more accurate the Gokudo-Kai will be and the
more time you will waste.  Be aware that there will be no time extends
even though you have wasted a criminal or two, so make sure that you
waste the boss criminal as fast as you can.  Again, don't exceed any
more than two screens on the Bai Ei Lee fight.

Screen 1:
A Machine Gunner will be acting as a guard.  If you want to get an
early arrest on Bai Ei Lee, then shoot him left of the screen, just
left of the machine-gunner.  Preferrably do this as soon as the machine
gunner finishes moving.  Timing is everything if you want to waste
Bai Ei the sooner the better.  If your timing is sloppy or if you are
a beginner, then just waste the machine-gunner at the front first.
The screen will move once you've thwacked the machine-gunner.  Remember
that you don't get Time Extends for any criminal you thwack during boss
fights so arrest the boss criminal as quick as you can.

Screen 2:
You will encounter a machine-gunner at your left and two gunmen within
the Infiniti.  Take out the machine gunner first and then take out the
centermost criminal.  Lean at the right to take out the first two criminals
(but be careful of the bullets).  Now take out the other guy at the right
by leaning left.  Have enough bullets on your clip because you will
be shooting at Bai Ei Lee.  Don't overstrafe or Bai Ei Lee might try to
run you over.  As Bai Ei Lee backs up, try to thwack him before he turns
to run you over.  It may take up to 2 bullets before you are able to thwack
him with a bullet.  Keep on shooting steadily until Bai Ei Lee falls down.
If you get sloppy, then he will try to run you over.  If he has to run
you over, crouch and flinch to the farthest down-right, and you will
move to another screen.  If you fail to thwack Bai Ei Lee on the second
screen, then the action gets harder and tougher, and you'll have to figure
out ways on surviving this fight on your own, so try to nail Bai Ei Lee in
no more than 2 screens to keep the time flow up.

If you are playing The Keisatsukan, then you will be arresting two
criminals.  If you are playing either Police 911 or Police 24/7, then
you will be arresting Bai Ei Lee and you will proceed to the Place
of Smugglization, taking place in the northern part of Little Tokyo.
Make this arrest in The Keisatsukan and you are off to the Car Chase
scene via Underground Parking Lot leading into the final confrontation
against Katsuji Haraguchi.  And provided that you have taken no more
than 2 screens to thwack Bai Ei Lee out, it will be 17:16 Pacific Time
at the time of the Urgent Arrest.  In addition, if you are playing The
Keisatsukan, you only need to hit Bai Ei (The American Driver's Seat)
in order to clear the stage.

Stage 6: Place of Smugglization

We've found a huge illegal weapons storage area somewhere in Northwestern
Little Tokyo.  The members of the gang are planning to export the
shipment.  Nearby police cars please rush to the scene.

NOTE: The earlier versions of Police 911 and Police 24/7 didn't have this
scene.  The current versions of Police 911 and 24/7 should have this
scene.  The Keisatsukan is apparently missing this scene.

There are only 7 screens on this scene, including the scene where you
actually have to "hit" Noriko Nagata, who's the first Time-Waster in the
game.  There are two variations of this scene that you will be undergoing
depending on unknown factors.

First Screen
------------
Shoot the guy at the center first and then shoot the two guys at the
top of the trailer.  Take out the guy near the police car and then
crouch-flinch to the right and take out the guy near the task force
officer at the right-hand side of the screen.  Be sure you nail them
out as fast as you can because usually they are all accurate and fast
hitters.  It's best to get them before they get a chance to shoot.

Second screen, left side
------------------------
Take out the front criminal and then work your way to the criminal behind
the trailer.  Act fast because as soon as you start acting, they will
fire at you and usually, their accuracy is very high.  Work your way to
the criminal behind the trailer as fast as you can and tag the criminal
behind the trailer right at his one of his legs.

Second Screen, right side
-------------------------
Take out the criminal at the center of the screen and when the two close
gunmen come out, take out the criminal at the dumpster as fast as you can
but be sure that you hide as soon as you can because once they rise up,
they will attack you with high accuracy.  Make sure that you take out the
criminal near the dumpster as quick as you can because he's a time waster
as well if you give him a chance to hide.  The criminal at the close-left
and the criminal following the three first criminals shouldn't pose
any problems.

Third Screen, left side
-----------------------
Take out the criminals at the floor very quickly because they also have
fast reflexes.  Take them out as soon as possible to avoid any further
trouble.  Make sure that you are fast and accurate on the first three
criminals on the floor.  Lean to your left and take them out.  Now take
out the machine-gunner at the left trailer and then the right gunman at
the right trailer to proceed to Screen 4.

Third Screen, right side
------------------------
Take out the criminal at the top of the trailer first.  Now lean to your
right and take out the other three criminals.  Watch out for the
criminal inside the warehouse because he moves and his shots are accurate.
There will be one more criminal at the top of the trailer to wrap things
up.

Fourth Screen, Left Side
------------------------
This is going to be the hardest area of all.  When taking out the
very far criminals, lean to the left and thrash them out.  Be careful of
the close criminals because usually they are more accurate than the far
ones, so act fast when you encounter the closer criminals.  Be sure you
shoot carefully here because you don't want to hit a colleague by accident.

Fourth Screen, Right Side
-------------------------
This is an easy one.  Just crouch a little bit to reveal their legs and
then just bob left and right to take out the 6 criminals.  You shouldn't
get hit here so be sure that you are using part of the trailer to prevent
yourself from getting shot.

Fifth Screen, Left Side
-----------------------
Two Criminals will be blocked by the bars at the right.  Take out the
gunmen and make sure that you take out the two criminals behind the bars
as quick as you can.  The bullets can be blocked by the bars so make sure
you find an opening between the bars to thrash them out.  After the two
criminals, two machine gunners will come in followed by a fifth gunman.

Fifth Screen, Right Side
------------------------
Lean to the left and take out the criminal on top of the trailer first
and then the criminal on the very top of the screen.  The two criminals
following the first two shouldn't be a problem.  The first criminal from
the top of the screen is an accurate one and if you stand still, you
will be an easy target.

Sixth Screen, both sides, before Noriko Nagata
----------------------------------------------
Lean to the right and take out the gunman at the very right.  Move your
body to just about the right angle so that you can nail the next three
criminals (but be careful not to hit any taskforcemen by accident).
One of the criminals will be moving left and right very fast and will
be shooting accurately.  Take that one out as fast as possible.

If you've beaten all of the 6 screens, then you should be going up against
the first time-waster in the game, Noriko Nagata!

WANTED CRIMINAL #3: Noriko Nagata (49)
--------------------------------------
Charge: Attempting to complete the Gokudo-Kai's intent to ship a huge
assortment of illegal weapons into Japan from America
How to put Noriko behind bars:
Noriko Nagata is the first time waster in the game.  Remember that
you don't get any time extends for wasting ordinary criminals during
a boss fight.  The only way you will ever get a Time Extend is by
wasting the boss him/herself.  Experts can usually off Noriko within
1 screen, but don't take any more than 2 screens to waste Noriko
or she might waste time and the ordinary criminals might get tougher
on you if you waste a lot of time.  Here are the things that you
need to adhere to if you want to save yourself lots of time.

Screen 1: Take out the two gunmen at the front of you first and then
hide to refill your bullets.  Now try to thwack Noriko Nagata.  If she's
at the left, try to knock out a box or two so that you can reveal
Noriko's head.  Usually, you can get Noriko at her head at the left-hand
side of the screen but if you are too slow and/or if your timing is
sloppy, then you will have to face the second screen.

Screen 2: Like I said, take no more than two screens against Noriko.
Ignore the two inferior lackeys trying to interfere.  Once the gunman
stops into position, nail Noriko before she tries to hide behind the
left boxes (but have enough bullets ready or she might waste even
more time, with a machine-gunner coming up).  Noriko should be at
the center for this trick.  Try to slam Noriko before she goes to the
left-hand of the screen.  If your timing is sloppy or if you shoot
anyone other than Noriko right off the bat, then the fight will only
get harder and more agressive gangsters will only make things harder
in this fight and will waste even more time so right off the bat on
this screen, don't shoot anyone else but Noriko.  Provided that you
have followed my suggestions, it will be 18:55 Hours Pacific Time
at the time of Noriko's Arrest and you will have to make a trip to
Shinjuku to arrest the remaining members of the gang who apparently
retreated to Tokyo to resist arrest.

to already have fled this country.  Prepare to board flight JW015:
Destination Tokyo, Japan.  We will make immediate contact with the
International Investigation Division."

Stage 7: Streets of Kabuki-Cho

The Tokyo Metropolitan Police Department has issued us unconditional
support for the joint investigation team.  Some members of the gang are
scattering around the streets of Kabuki-Cho.  Be careful not to hit any
innocents by accident.  We are expecting you to do your very best in this
scene.

Kabuki-Cho has two occurrences just like Noriko's Smuggling Place has
except that the occurrence will be decided once you've completed 3
Battle Points.  The bullets are much faster so you have to act real fast
before the criminals pose greater troubles.  Be aware that now that you
are in Shinjuku, please keep in mind that there will be more innocents
trying to obscure your perfect view and at times you might have to wait
until the innocent gets out of the way before you fight back.  Enough
said, let me tell you the lowdown.

First Screen
------------
Shoot the gunman at the center far car and then shoot the gunman behind
the center far car.  Two gunmen will be wrapping it up by attacking you
up-close and personal right at the center.

Second Screen
-------------
Shoot the far gunman, and then move a little bit left and take care of
the two up-close and personal suitmen.  Watch out for the guy with the
machine-gun because he will fill the area with lead if you give him a
chance to pull the trigger.  As with the final batch with the first
screen, don't give them a chance to attack.  It is really important to
be careful when taking out machine-gunners because usually they are really
good at surprise attacks.

Third Screen
------------
Thwack the gunman at the center car first and then take out the knifeman.
Take out the gunman coming from the left and take out the right gunman
at the right near car.

Fourth Screen, Left Side
------------------------
Take out the gunman near the left car first.  This guy is really good
at surprise attacks so use caution on him.  Take out the knifeman and
then take out the gunman coming from the right.

Fourth Screen, Right Side

They will be all gunman.  The odds will be coming out from the left-hand
side, and will be attacking you at the same side the Cop Car is at.
The evens will be attacking you coming from the right side.  They are
all skilled in surprise attacks and will try their best to pull a hit.

Fifth Screen, Left Side
-----------------------
Lean to the right and take out the two initial gunmen first.  After
taking out the two gunmen at the start, hide and try to wait until the
chick gets out of your way completely before taking out the other three
gunmen.  Try not to shoot before the chick gets out of the way or you
might accidentially hit her.  It is really important that you wait until
the path is clear before you even try to waste a mobster or two.

Fifth Screen, Right Side

Take out the closest gunman first and then hide immediately.  Retaliate
and counter the two other gunmen at the left and right sides and waste
the knifeman trying to stab you to death.

Sixth Screen, Left Side

Take out the closest gunman first and then hide immediately.  When the
path is clear, take out the rest of the criminals by leaning leftwards
and then wasting them.  You can sometimes crouch to avoid bullets but
some bullets might thwack you while you are crouching, so sometimes
you have to play a little bit of "Hit and Run".

Sixth Screen, Right Side

Take out the gunman on top of the vehicle first and then tactically
take out the next two gunmen right of the vehicle.  Two more gunmen
will be coming to shoot you right of the vehicle.  There may be
innocents blocking your view of the two criminals right of the
vehicle, so take the necessary precautions.

Seventh Screen, Left Side

Take the gunman on top of the vehicle and then take the guy at the
building's rooftop.  Lean to the right and then take out the next two
criminals.

Take out the criminal behind the van first, and then wipe out the two
criminals after the guy behind the van.

Eighth Screen, Left Side
------------------------
Wipe out the ceiling criminals first and then wipe out the blue-collar
gunman first and then the sunglasses gunman.  Lean right to reveal
the two bottom criminals.

Eighth Screen, Right Side

Wipe out the machine gunner first and then hide a little bit.  Take
out the other two criminals and you will reveal two more criminals
coming from the left side.  They will be firing while they are walking
so don't let them pull off a naughty attack on you.

Ninth Screen, Left Side

Work your way from left to right.  There are only 4 criminals at once
for this scene.  Lean to the right and while trying to take cover,
wipe out the other three.  Remember work your way from left to right
to shave off seconds.

Ninth Screen, Right Side
------------------------
Wipe out the criminal behind the car's hood and then take out the gunman
behind the cabin section of the car.  Wipe out the knifeman as well and
as you take on any gunman, be careful not to get hit whatsoever.  They
are far away, but their bullets are even faster so keep that in mind.

Tenth Screen
------------
Shoot the gunman on top of the panicking bystander and then wipe out
the dangerous gunman near the taxi.  Two more gunmen will shoot you
near the taxi to make your life miserable.

You can expect Shinjuku to be a lot harder on the American Police 911
as the bullets will fly faster than before.  This stage is only a
training to prepare you for the harder challenges that sneak up at
the remaining stages of Shinjuku.  If you are playing The Keisatsukan,
then go to the Shinjuku Gyoen and stop Richard Hansen from fleeing.
If you are playing Police 911 or Police 24/7, hurry to the scene
where your Metro Police colleagues are having trouble with Shigenobu
Matsuyama's violent dump truck.

Stage 8: The speeding Dump Truck

A huge dump truck is speeding across the theater district.  Aaaaaaa--Five
Gang Members are shooting at us from the back of the truck.  Please
hurry to the scene!!!

Shigenobu Matsuyama will realize how long the arm of the law is.  No
matter whether you are playing The Keisatsukan, Police 911, or Police
24/7, he's disturbing the peace at the Theater District by speeding
anywhere he wants with five gang members strafing at the truck's dumper
section.  Shigenobu reminds me of Cobra's Truck Days from Silent Scope
and since he's a tough boss, he is actually the entire stage alone.
You won't get any time extends from any criminal you thwack for this
one so make sure you arrest Shigenobu the sooner the better.  If you
have to ask, Shigenobu is another HUGE TIME WASTER next to Noriko Nagata.

WANTED CRIMINAL #4: Shigenobu Matsuyama (54)
--------------------------------------------
Charge: Disturbing the public peace, excessive speeding over statutory
limits imposed by the Japanese Government
How to put Shigenobu behind bars:
Yep we have yet another time-waster and Shigenobu is quite a strong
boss for a driver who does nothing but to speed and to disturb the peace
with his 5 gunmen at the back of his truck.  The scene will go around
the area until you arrest Shigenobu so take no more than 2 screens from
the start of the Shigenobu battle because the only time you will ever get
a time extend is when you thwack Shigenobu, so for this stage, you MUST
concentrate on Shigenobu, and make Shigenobu your first priority.

Screen 1:
As the battle starts, 3 gunmen will interfere from the front of the
truck.  They have a very high likelihood of pulling off a surprise
attack so I would recommend that you flinch left to avoid such a
commotion.  Try not to down a criminal here because sometimes a downed
criminal's bullet might thwack you so be careful not run into that trap.
Konami Japan's Website (http://www.konami.co.jp) has explicit details
on how to arrest Shigenobu on the very first screen.  You have to shoot
a little bit on top of the three criminal heads and make sure that you
are actually hitting the driver's side of the dump truck.  Make all bullets
count because on Screen 2, the bullet must land on Shigenobu before he
runs you over.  If your timing is precise and if your aiming placement
is good, then you might be able to arrest Shigenobu on the very first
screen.  If not, then you will have to go to the second screen, but
hopefully, the glass at the driver side of the truck should be shattered
completely so that you can land the most crucial bullet that will arrest
Shigenobu.

Screen 2:
As with the Noriko Nagata battle, make sure that you don't take any more
than 2 screens to arrest Shigenobu.  On this screen, Shigenobu will try
to run you over.  There is no way to escape and you can only survive if
you crouch all the way down.  Other positions are grounds for Shigenobu
to run you over.  Hopefully the glass is broken on the driver's side.
Land the bullets carefully and accurately and make sure it slams right
onto Shigenobu.  Accuracy is the key to thwack Shigenobu before he thwacks
you.  If your timing is sloppy and/or if Shigenobu is about to run you
over, then crouch all the way down to avoid getting toasted.  Be warned
that if you have to crouch all the way down or if Shigenobu runs you
over EVEN ONCE, then the fight will waste more time than you need to use
and the mobsters will become more agressive, making this boss fight a
real headache, and you will be wasting mucho time so try not to take
any more than 2 screens to arrest Shigenobu.  Otherwise, if you take
more than 2 screens to arrest Shigenobu, you are on your own because
remember the quicker you are against a Time-Waster, the better you will
be.

Provided that you *did* lay the smack on Shigenobu in no more than 2
screens, it will be 12:25 AM (Tokyo Time) at the time of arrest.  If
you are playing The Keisatsukan, then proceed to the streets of Kabuki
Cho to pursue the criminals attempting to resist arrest.  If you are
playing either Police 911 or Police 24/7, proceed to the Shinjuku
Gyoen and find Keisuke Matsuoka, who's also trying to escape arrest.

"Aaaaaaa--Driver arrested at 00:25 Hours"

Stage 9: The Shinjuku Station Square, just above the underground
Shinjuku Subway Station

Prelude

It looks like that some members of the gang are spreading around the
Shinjuku Station Square.  Be careful not to accidentially shoot the
innocents that dwell around the Square.  An arms dealer is said to be
hiding somewhere in the Station Square.  We are expecting your
very best in this scene.

I'm only gonna cover the major spots of trouble for this stage since
this one has three instances that you will be taking within different
games of Police.  The major ones are identified myself as "Pains in
Asses" because of the aggressive behavior of the criminals and also
because a perfect aim could be very intricate.  This is the hardest
stage in Police 911 of all because there are too many innocents who
are running back-and-forth (to obstruct your view and to give you a
hard time), innocents who love to block your clear views of the criminals,
and in certain instances, you have to move around to see if there is a
soft spot available.  Some innocents might block you by surprise, thus
increasing your pressure as you try to take careful aim.  The enemy
gunfire is really fast here and enemies will be more aggressive so you
need to stay alert at all times.  Watch out for the Machine-Gunners
because these guys are usually the most accurate guys in the game.
Here we have certain machine-gunners who will attack you up close and
personal, who tends to make going here really harsh.

First Spot
----------
Shoot the closest guy just left of the center and then shoot
the two guys in the back.  Use caution when taking the right guy very
far because an innocent is in front of him.  Motion Sensor Utilization
in an effective fashion is the key to taking out criminals with either
little or no danger at all.  No wonder why real police officers have
to move and see if they can come up with some soft spots.  Now there
will be a machine-gunner at the close left and a gunman at the close
right.  Take out the Machine Gunner and when taking out the right gunman,
be careful because an innocent might be coming from the right and moving
into the left.  You might want to get behind the right taskforcemen
(See, the Tokyo Metro Police has everything you need, so treat them
with respect as you would with the LAPD) and wait until the innocent
bystander moves from right and left before you even try to thwack the
right gunman.  This guy is really good at surprise attacks.

Second Spot, left of the "alley"
--------------------------------
This is a major trouble spot because there seems to be more bystanders
as opposed to criminals.  Bystanders won't listen to the Tokyo Metro
Police's advice to "stay down on the floor" because in some instances
like these, careless bystanders will be walking back and forth.  This
game really tests your reasoning to see whether the path is clear or
not.  Try to take out the guys in the back of the wood first, but be
very careful of the guys coming right at the front of you who will
be attacking very close with handguns.  Your real beef here is the guy
at the right of the wood who will be blocked by a careless bystander
walking back and forth.  Also, certain machine-gunners might be able
to take good advantage of you here because the number of innocents
not listening to the Tokyo Metro Police's advice to stay down will
really increase your pressure as you try to take out the criminals
with little or no harm to innocents at all.  I can't explain this area
too much because Stage 9 seems to have too many innocents trying to
obstruct your view and/or not listening to the Tokyo Metro Police's
suggestion to "stay down".  I'll try to edit this paragraph as I can
see more of this area to refresh my memory.

Second Spot, right of the "Alley"
---------------------------------
Take out the Machine-Gunners first and then take out the others.  The
Machine-Gunners will cause even more headaches if you don't thrash
them out the earliest you can.  When taking out the gunmen, be very
careful when taking them out because there are certain innocents
who will not listen to the Tokyo Metro Police's suggestion to "stay
down, it's dangerous"  There are just about a lot of innocents trying
to block your way as you try to take the gunment out, so my only
suggestion is that you lean to the left and waste the machine gunners
first before wasting other Gokudo-Kai men...

Second Spot, behind an economy car, at an intersection
------------------------------------------------------
There are only about 4-5 criminals but one machine-gunner is going
to be obstructed by a panicking innocent and this causes a lot of
headaches in this one.  The first few criminals are decisive.  Once
the machine-gunner makes into stage, the innocent will come running
left to right and will really give the Machine-Gunner a pre-emptive
chance to thwack you up.  Also, a fourth guy will attack you up
close and personal with a handgun so you might end up making several
overly-cautious self defenses over here.  My only suggestion is to
wait until the machine-gunner is either aiming away from you and/or
stops firing and when the innocent is out of your way before thwacking
that tough guy.

Third Spot, turning around from the right of the alley
------------------------------------------------------
This one is going to be intense because the very left gunman will be
blocked by an innocent earlier on, and far criminals will be as well.
A machine gunner will be causing headaches up-close and personal.  Be
careful of the old man running left to right up close since he can
be responsible for much of the beef here.  Very hard spot to deal with
because of the machine gunner attacking from up close and personal,
far guys often being obstructed by innocents, and an old guy trying
to block everything up.

Third Spot, taking cover on a Minivan
-------------------------------------
The guy with the machine-gun behind the minivan is the most accurate
among all machine-gunners.  He will attack right off the bat to get a
good thwack on you, so it is advisable that you use caution against
this guy.  Other guys will be attacking you up close and personal and
they will be attacking mainly with machine guns so you're in quite a
commotion here...  Watch out for certain innocents who tend to jump in
and ruin your perfect aim.

Fifth Spot, behind the Quad of the Gyoen
----------------------------------------
Now we have another machine-gunner being blocked by an innocent
bystander coming towards you.  This causes quite a commotion here
because the machine gunner will be spreading lead to whatever he
pleases here.  The gunmen shouldn't be a problem here but once we
see gunmen closer to you, then that's where you have to be really
careful not to thwack the innocent coming right at you by accident.
If you are crouching, be careful of the guy with the knife coming
to stab you to death.  The Machine-Gunner is the real beef here since
he takes advantage of that damn innocent coming at you to really screw
things up.  Wait until he stops strafing before thwacking him.  Any
scenes more realistic than this will really cause a lot of stress.

Sixth Spot, right at the Quad of the Gyoen
------------------------------------------
The machine gun at the middle should be taken care of quickly, but
be careful that he's going to be aiming at you as the action starts.
The other two gunmen should be easy.  Please note that there are too
many innocents and some of them will be blocking your aim.  The fourth
gunman will be presenting much of a headache because usually an
innocent will be blocking him but since the innocent moves faster than
the criminal, find an opening so that you can take care of him.  Watch
out for innocents moving left and right, as they will increase your
pressure on your aim.  The machine gunner at the center comes first,
though.  Always keep an eye on those surprise attacks and crouch if
you think the theory is true.

Seventh Spot, before you square off against Keisuke Matsuoka
------------------------------------------------------------
Two men at the left of the screen are really accurate and in Level 5
and higher machines, they will down you without advance warning for
55% of the time.  In certain instances, you might have to get behind
the taskforceman at your left and then retaliate when the machine gunner
is aiming right.  Once those two accurate lackeys are taken care of, a
knifeman will try to stab you and a gunman will be blocked by an
innocent.  The final gunman is self-explanatory provided that you
watch out for possible innocents blocking your view.  And once you've
finished 7 HARSH spots (Overall, Gyoen's the most difficult scene of
all of Police 911 and Police 24/7, I don't know how difficult the
Gyoen is in The Keisatsukan), it's time to square off against Keisuke
Matsuoka at the streets.  He only takes 3 screens off your playflow
but he's the most difficult boss of all because he and his friends
are really accurate and all are very good at surprise attacks.  If
you are playing The Keisatsukan, then you will be facing Richard
Hansen instead (but you still have to face Keisuke Matsuoka at a
certain point of the game).

How to put Keisuke behind bars:
This boss battle reminds me of Hornet from Silent Scope.  Keisuke is
the hardest boss of the 6 of the most wanted criminals.  He stands
from afar the other side of the street.  He spreads a lot of lead once
the action starts and he won't quit firing until you perish.  Also,
his friends are really accurate and there are quite a few criminals
who will be attacking you up close and personal with handguns, and they
are all good at surprise attacks!!!  Although there are only 3 screens
of this boss fight (and although Keisuke isn't a time-waster as opposed
to Noriko, Shigenobu, Bai Ei, or even Katsuji, who I'm going to explain
later on), keep in mind that Keisuke is the youngest criminal in the
game--this enables him to pull a lot of lead in no time and for some
reason, his friends also emulate his accuracy.  Be very careful when
taking out Keisuke because certain innocents might block a good aim out
of Keisuke.  Also, the vehicles will be doing their best to obstruct your
aim so this is pretty much a cowboy fight with lead being spawn all over
the field.  More likely you will have no choice but to spend all three
screens before you get a clear shot at Keisuke because the first two
screens have criminals with a high possibility of pulling off a surprise
attack.  Now let me explain Keisuke in full (and notice that I will
assume that you are plannning to spend all of the three screens before
you waste the tough Keisuke):

Screen 1:
Take out the two guys near you fighting back with handguns.  There is
a VERY DANGEROUS BUT FAST WAY to end this Keisuke battle described at
Konami Japan's website (http://www.konami.co.jp) but considering that
both gunmen are able to pull off surprise attacks, using the tactic
to waste Keisuke in the very first screen is considered dangerous.
Just waste the two gunmen close to you and go to screen 2.

Screen 2:
Do the same thing here.  Lean a little bit to the right and waste those
two scoundrels.  Ignore Keisuke for now because the two gunmen are
highly skilled in surprise attacks.

Screen 3:
This is the final screen and this is the point where the real cowboy
slinging begins.  Waste the closest gunman first and then concentrate
on Keisuke immediately.  Try to take no more than 10 seconds on the
3 screens against Keisuke because the more time you waste, the more
danger Keisuke might spread.  It is really important that you concentrate
on wasting Keisuke immediately after wasting the closest gunner.  If
you can knock Keisuke out, then it will be 2:35 AM Tokyo Time at the
time of Keisuke's Arrest.

If you are playing The Keisatsukan, then Shigenobu and Richard should
be behind bars now.  If you are playing Police 911 and Police 24/7,
then the only criminal you need to arrest is Katsuji Haraguchi!!!
All players are to proceed to the subway to subdue the fleeing criminals
planning to escape arrest.

URGENT!!!! URGENT!!!!!  The boss of the Gokudo-Kai is hiding somewhere
in the Shinjuku Station.  Please hurry to the scene.

The Shinjuku Subway isn't as hard as it seems.  The good news: Either
little or no more innocents will be blocking your aim.  The bad news:
There will be taskforcemen who will try their best to ruin your aim.
My only advice is to wait until the Task Force Men to stop moving before
you react.  The other bad news: The criminals will be super-accurate.
It's time to show the Gokudo-Kai what we are made of in this final stage.
This one only has two instances after the first screen and there are
some really dangerous spots that you have to be careful of if you have
to oust Katsuji once and for all.

Shoot the two criminals coming down from the stairs and then waste the
criminals left and right.  Too easy.

There will be three criminals at the center and they are all accurate.
Take them out but very carefully because a downed criminal's bullet might
also thwack you.  A machine gunner and a gunman will be coming at the
left and a machine gunner at the right will finish the day.  Don't give
the machine gunners a chance to fire or they might thwack you even if
you are hiding behind a task force man.  Thwack the Machine Gunner before
he gets a chance to fire.

Take out the guy at the left and then take out the guy up close and
personal, then take out the guy at the right.  Then take out the fourth
gunman and then take out the gunman coming from right to left

the gunman before he hides.  Take the machine gunner at the right and
once the innocent moves out of your way, take the farthest gunman at

Take out the two initial gunmen at the center (but watch out for the
taskforcemen who aren't finished moving yet).  With regards to the
concluding gunmen for the remainder of this screen, you might want
to wait until the taskforcemen finish moving before trashing them
out, but if you can use the Motion Sensor System pretty well, you
can usually take care of all of them without thwacking a task force
man by accident, but I highly recommend that you wait until all the
task forcemen stop moving before acting.

Fourth Screen at the right

Take out the machine gunner coming from the train first.  Take the
gunman from the right next.  Using the Motion Sensor System
methodically, take out the gunman behind the train.

There are two gunmen at the left seats, two gunmen at the right
seats, one gunman at the center, and a knifeman who will try to
stab you to death.  Shoot the center gunmen and then strafe and
flinch sideways almost immediately.  You will have to do a little
pendulum work because their accuracy is really high here so keep
that in mind.  When you face the criminals, shoot them as soon as
their faces are seen.  The guy with the knife is a really bad joke.
Watching out for bullets is the key to surviving this area.

Sixth Screen
------------
Stand tall and take out the guy in the center, guy in the right,
and the guy at the left.  You will have to lean left or right to
take out the two side criminals.

Seventh Screen
--------------
Wait until the task force man stops moving before wasting the machine
gunner.  Watch out for bullets coming right at you.  Take the guy
walking near the train.  Now wait until all taskforcemen to stop
moving before leaning right to take the two gunman at the right in
order to avoid a suspension or two.  Now it's time to get Katsuji
behind bars!!!

NOTE: You can take out the criminal at the far right right off the
bat before you take the machine gunner out but the machine-gunner will
be attacking right away and the taskforcemen will be appearing like a
box of chocolates, so think twice before you even shoot.  The last
two criminals before Katsuji are something to worry about because that
is when your taskforcemen will come into play then.

Note: If you are playing The Keisatsukan, then the boss will be
Keisuke Matsuoka.  If you are playing Police 911 or Police 24/7,
you've reached to the final screen where it's either hit Katsuji or
get hit.

NOTE: I've discovered some newer tactics on a Level 5 Machine that
will help you save more time, but judging that this FAQ is aimed towards
beginners, it's kind of dangerous to explain it right now, as I have to
play the Level 5 Machine a bit more in order to get a better explanation.

FINAL WANTED CRIMINAL: Katsuji Haraguchi (67)
---------------------------------------------
Charge: The Boss, Leader, Grand Poobah, Master, and Godfather of the
Gokudo-Kai, the most violent Japanese Mafia of all time
How to put Katsuji behind bars:
Katsuji has been waiting for you to stick your head over at this
very final screen.  He's hiding behind a set of windows and train seats
and for an old guy like him, he moves really fast and his aim is pretty
good for most of the time.  He has a lot of accurate friends who will
be attacking you up close and personal and will try to interrupt your
concentration on Katsuji.  The action will keep on shifting screen
after screen (wasting time) until either you or Katsuji falls down.
I'm going to give the most advanced tactic that will require a lot
of practice to master.  Beginners will waste a lot of time and will
shift in between screens before Katsuji gets wasted, but advanced
players will want to read on.

This trick requires tight timing and the right moment to pull the
trigger. You're probably going to have to break the leftmost windows
of the Tram before you even perform this trick. First get the henchmen
out of your way and then shatter the leftmost windows. If you miss,
Katsuji will usually crouch for safety. He is quick and responsive,
so sometimes it helps to make him hide so that you can prepare to do
this, but remember that less bullets mean a better rating. If you don't
scare Katsuji before he reaches the left, then the action will shift
to the second screen and you will waste time. Timing is everything
because Katsuji is fast and responsive like I said before. When
Katsuji gets to the leftmost windows, make sure that the bullet count
(but make sure that you have enough bullets in your clip, and don't
shower the screen as you will scare Katsuji behind the train).  It
will take practice before you will be able to tag Katsuji on the very
first screen, but it's possible to do so. You need to tag Katsuji just
before the action shifts to the second and subsequent screens. He's
fast and correct hit-positioning is required so don't get mad if you
can't get this right the first time.

Again, practice is everything, so know how Katsuji moves and reacts
because this will eventually help you find a way to arrest Katsuji
in only one screen.

This is a very difficult tactic to master so again, don't get pissed
if you can't master it the first time around.

Only the best will be able to put Katsuji behind bars and to complete
a mass arrest plan involving Japanese Arms Smugglers.  YOU MUST BE
FAST AND VALIANT IN ORDER TO COME OUT VICTORIOUS!!!

Note: If you finish this stage on The Keisatsukan, you will be informed
that other suspects have fled to Little Tokyo to escape arrest.  You
will be then required to make an emergency trip to the States at Los
Angeles to make immediate collaboration with the LAPD and the FBI.
The American part of The Keisatsukan has you starting your American
Investigation at the pedestrian district at Little Tokyo first, and
then proceeds to the Car Chase, the Underground Parking Lot, and up
to the central part of Little Tokyo where the final showdown between
the LAPD and Katsuji Haraguchi takes place.

Official Police 24/7 Page will also be influenced on Police 911 as
well.  So you have to really adhere to Konami Europe's Suggestions on
how to get the best grade in town if you want to fare well in Police 911.

Konami Japan's Website (http://www.konami.co.jp) covers The Keisatsukan
and the order of the stages are really different.  The pointers that
are not covered is the Warehouse Stage, which is an additional stage
for Police 911 and 24/7.  It's only in Japanese (and not in English)
but it does a good job on graphically shooting out some pointers that
you need to know when to do this and that and so on.  That website
also gives major spoilers on how to defeat a boss fight easily and
tells you what order to take the criminals at.

how to get a better grade on your Police Report Card (Konami Europe)
and pointers where you need to land your bullets correctly (Konami

Q: Is there any cheat codes for this game?

A: No way.  Konami has made it clear to include no cheat codes whatsoever

Q: Is there an Extra Lives Code?

A: No.  You need to reach the Commissioner Rank without dying or getting
  suspended if you want 100 Lives.

Q: Why is there a timer?

A: There are many reasons why Konami wanted a Timer in this game.  If you
  have played Time Crisis, then the reason why Namco imposed a timer
  is that you can't hide forever and that you need to find the fastest
  way to get out of the area fast and it's really important that you
  don't hide unless you really need to do so.  A lot of people were
  having problems with Time Crisis's different gameplay so Namco added
  the "Crisis Sight" system so that you will know when's the good time
  to hide.  Konami wanted you to act fast and wanted to let you know
  that you shouldn't be hiding unless you need to.  If you just dive
  for cover before trying to take out at least one criminal, then the
  LAPD and the Tokyo Metro Police will only think that you are scared
  of the dangerous criminals.  Bravery is important in this game and
  the reason why Konami had to add a timer in this game was to make sure
  you find the fastest and most effective way to trash the Gokudo-Kai
  and take full advantage of the Motion Sensor System.

Q: BUT THE BULLET IS GOING TO HIT ME!!!!

A: There are many alternate ways to survive the bullet without getting
  thwacked by the bullet other than hiding.  You only hide from the
  bullet only if you think it's going to hit you.  You only dive for
  cover immediately only if you think it's a surprise attack.  In
  some instances, you might have to take a criminal out or two and then
  immediately duck for cover.  The key here is to know where the bullets
  will go.  Real-Life Police Officers usually have to dodge the bullet
  and they never hide unless they really need to.  There are many ways
  to survive the bullet by dodging--Remeber the key to surviving the
  bullet without excessive hiding is to know where the bullet will
  go.

Q: Why does the gun load slowly?

A: In Real-Life, police officers need excessive time in order to reload
  their magazine, so reloading is done in the real-life fashion.  You
  simply have to just duck for cover to reload, but the reload is kind
  of slow.  Don't strafe all over the screen because then you will have
  to spend a lot of time behind cover just to refill your gun.

Q: How do I reload?

A: Take appropriate cover.  Remember that the gun reloads slowly so you
  really need to use your bullets sparingly.

Q: How come I can't use too many bullets?

A: Konami Europe (http://www.konami.co.uk) taught all of us that accuracy
  COUNTS.  They are strictly clear on this.  The more bullets you use,
  the lower your police grade will be.  The number of bullets you use to
  take out the criminals adversely affects your grade.  Excessive
  Strafing won't work because by doing that you might have a high
  likelihood of hitting an innocent by accident.

Q: I saw you at the arcade and you move too fast!!!

A: The game's all about memorization.  You just need to know where the
  criminal is at, what the bullet might do, what kind of weapon they
  carry, when is the right time to strike back, and so on.  Knowing
  their shooting behavior is really important as well.  You do NOT
  hide unless it's a real surprise attack.  Be very careful with
  innocents this time around because they have a very bad habit of
  obscurring your view really good as opposed to other shooting
  games, so wait until the path is clear before striking at the
  Gokudo-Kai.

Q: I've cleared an area BUT I'M SHOT!!!!!!

A: Even though you've wasted the final criminal at the screen doesn't
  mean that you can proceed without any injuries.  You can clear the
  screen and the bullet can STILL DOWN YOU so you definitely need to
  wait until the enemy doesn't fire before wasting him to bits.  Higher
  Difficulty Levels will have this "Getting Hit during Transition
  Syndrome" problem.

Q: What is the hardest difficulty level you've played the game at?

A: Level 5.  There are 8 Difficulty Levels in all.  The default is Level
  4.  The Internet Difficulty Level is 4.  The Difficulty Level
  determines the shooting behavior of the Gokudo-Kai, bullet speed,
  stinginess of the Time Extends, chance of the Gokudo-Kai pulling off
  a surprise attack, chances of Getting Hit during Transition, and
  other factors that I won't name as of this time.

Q: Why can't I wear my hat during gameplay:

A: The Motion Sensor System can't detect you while you are wearing your
  hat.  Be sure you take off your hat before you play the game because
  the Motion Sensor won't track your movements if you keep your hat on.

Q: How come I can't lean on the bars?

A: The Motion Sensor System is a really expensive technology created
  by Konami that detects your body movement while you play.  The longer
  you lean on the bars, the higher the chances of the Motion Sensor
  System breaking.  Keep your touch away from the Motion Sensor System
  at all times.

Q: The motion sensor system won't detect my movements outside the
  playmat!!!!

A: You need to keep both of your feet inside the yellow playmat at all
  times.  You don't really need to put your feet at the footprints of
  the mat during gameplay.  What I'm really asking you is that you
  stay inside the yellow floormat at all times.

Q: How come I can't have another person step on the floormat?

A: Only one player may be on the floormat at all times.  Multiple people
  on the Yellow Floormat during gameplay may do damage to the Motion
  Sensor System and the operator might hold both of you responsible for
  the damage of the game's Motion Sensor System Technology.

Q: I can't see the criminal.

A: You definitely need to move around so that you can spot the criminal.
  Police Officers usually have to move around to see if there are a
  soft and safe spot.  Like real police officers, fire ONLY if you are
  sure that the bullet will land at the criminal and ONLY ON THE
  CRIMINAL ALONE.

Q: Is there going to be a tournament for the American Police 911?

A: I'm not sure.  Keep on checking http://www.konami-arcade.com and
  keep on checking.  The most recent NA contest that was held was
  the Dance Dance Revolution Contest.

Q: How many lives I start with?

A: 3.  The Factory Default for this is 3 Lives.  The Operator reserves
  the right to change the amount of lives you have when you start
  the game.

Q: I've got demoted and I've reached (Sergeant, Captain, Inspector,
  Bureau Chief, Commissioner) once again.  How come I don't get the
  bonus again?

A: Like I said, if you get demoted, then any bonus effects associated
  with that milestone will be lost until you lose a life.

Q: How come I have to start over at the Officer Rank if I die?

A: In Real-Life Police Departments, once an officer gets killed at the
  line of duty, a new officer has to take over that spot.  Because the
  replacement officer is an inexperienced officer, he has to start
  at the lowest Police Department Rank.  This game really has all the
  attitude a Police Department has.  Therefore, if you lose a life,
  you will have to start over at the Police Officer, LAPD Rank.
  This doesn't mean that you have to get mad just because you have
  to start over at the Officer Rank, as you can try to clear as many
  battle scenes without a suspension or a Cop Loss and get those
  bonuses back.

Q: How come the time still dissipates when I shoot an innocent or lose
  a life?

A: Because the action is still moving.  Die or get suspended are grounds
  for 6-8 seconds of wasted time off your play clock.

Q: Why is Konami blurring certain parts of the image?

A: Quite possibly Konami doesn't want you to see it, just like the
  Police Departments wouldn't want you to see a piece of the image
  in real-life.

Q: How come the eyes of the photos are blacked-out?

A: Same as with the previous question.  Konami probably didn't want
  you to see the faces of these suspects.  It's like real-life police
  departments are willing to disclose the name of the suspects, but
  they don't want you to see them completely.
