Howdy! For your review, I have compiled a list of all enemy stats, attacks,
strengths, and weaknesses. Enemy stats/attacks can be found by Conspiracy Guy,
but strengths/weaknesses are only seen during combat with an enemy, so there's
no real database of it anywhere in the game.
A brief rundown of the damage types and what they'll be abbreviated as in this
document follows. Note that no enemies (or citizens for that matter) are weak
or strong to Normal.

There are several enemies in the game that only appear once and cannot be
fought in the VR Arena (Seat of Power, Puppet President, Alien Commander, and
Mainframe), so if you're looking to collect all enemy stats/abilities with
Conspiracy Guy, be sure to nab these guys when you fight them, or you'll be
out of luck (as I found out the hard way)!
Additionally, several enemies in the game do NOT appear in NG+, because there
are no recruitment quests (since you start with every citizen). Some examples
are Officers (which are part of Cop's recruitment quest) and Safety Squid
(which is part of Lifeguard's recruitment quest).

Looking to level a specific character or set of characters? If so, these lists
may be useful. For example, if you're trying to level up Firefighter (who has
strong area Hydro attacks), load up the VR Arena and fight a bunch of
Fearcrows (who are weak to Hydro). For reference, the most common weakness
is Static, with the least common being Muscle.
The enemies in these lists are listed by their order in Conspiracy Guy's
Almanac, which generally goes weak to strong (some bosses break the order
a bit). Generally speaking, bosses aren't good for leveling purposes, since
the majority of them have a long death animation (the bots don't, but they
have a textbox when they 'die', which isn't a big deal if you have instant
text speed on).
