filtration for a planted tank

Im about to buy a filter for a new planted tank that I'm going
to be setting up and I was wanting to know how much filtration
do I need. I heard that I need to turn over the water 3 time is
that try?

Filtration for a planted tank is more about the fish your
keeping, than the benefit for the plants.
What type of fish are you planning?
What size tank are you going for?
I would imaging, that if your cycling your tank 3 times an hour
you've got good filtration for most fish.
Personally, I don't think you can over filter your tank.
