How do I put an icon / picture by the side of a new topic so it
stands out in the list of topics?

We don't have a specific icon feature.
You could enable our thumbnail topic on a board level. Which
will take an image/attachment from the post and and put in it's
own column on topic listing page.

I am not sure how to do this. Can you explain in simple
steps...If you go to my forum

Under "General Discussions About Beaumont"
One of the members managed to put a picture by the topic. I can
not get that same result. I can see he has attached an image to
the post but when I do the same it does not appear next to the
topic.

It has to be in the first message in the topic to get picked up.
