| Acknowledging That the current leadership roles in the NCSA | |
| government hold great power, | |
| Realizing That under current legislation a person can hold | |
| multiple leadership roles, | |
| Understanding That holding more than one leadership role can | |
| create a conflict in interest, | |
| Congress Hereby Mandates The creation of standards regulating | |
| the conditions of the appointment of one or more leadership | |
| roles to one player profile. It will also create a full set of | |
| descriptions of leadership roles; their jobs and powers, and a | |
| full list of all leadership roles in the NCSA. Congress will | |
| also designate a ranking system to be followed in case of | |
| dismissal, death, or removal from office. | |
| Under current constitutional rule and congressional law, all the | |
| following are the current leadership positions that one can | |
| hold. The list is organized by branch, and by rank: | |

| [li]Vice President[/li] | |
| [li]Secretary of State[/li] | |
| [li]Secretary of Defense[/li] | |
| [li]Secretary of the Interior[/li] | |

| [li]Attorney General[/li] | |
| [/list] | |
| [li]Legislative[/li] | |
| [list] | |
| [li]Speaker of the House[/li] | |
| [li]Congressional Representative[/li] | |
| [/list] | |
| [li]Judiciary[/li] | |
| [list] | |
| [li]Chief Justice[/li] | |
| [li]Associate Justice[/li] | |
| [/list] | |
| [/list] | |
| Under the new law, all of the current leadership positions | |
| listed above are to be described below in full, listing their | |
| job descriptions and powers. This list is organized via the same | |
| way as the above list. | |

| [li]Executive[/li] | |
| [list] | |
| [li]President[/li] | |
| [list] | |
| [li]The President is the head of the NCSA government, acting as | |
| both a unifying force and an active political check.[/li] | |
| [li]The President keeps in check both the Judicial and | |
| Legislative branch, by vetoing laws that the President does not | |
| find adequate, and by appointing judges in the Judicial | |
| branch.[/li] | |
| [li]The President has the power to create and issue executive | |
| orders to members of the Cabinet. He also has the ability to | |
| appoint or remove members of the cabinet as he sees fit. As | |
| Commander in Chief of the Armed Forces, he is also the supreme | |
| military commander, but can only issue general commands. Lastly, | |
| the President has the power to Veto laws.[/li] | |

| [li]Vice President[/li] | |
| [list] | |
| [li]The Vice President earns money sitting around, but is also a | |
| backup in case the President is removed from office, killed, or | |
| incapacitated in any way shape or form.[/li] | |

| [li]Secretary of State[/li] | |
| [list] | |
| [li]The Secretary of State is the official head of the | |
| ambassador department of the NCSA. The SOS manages the Embassies | |
| and alliances, as well as notifying people of changes in such | |
| items.[/li] | |
| [li]The SOS has the power to approve or disapprove embassies and | |
| alliances that other regions propose.[/li] | |
| [li]Likewise, the SOS has the power to approve or disapprove | |
| ambassadors, ask for new ones, and appoint ambassadors of their | |
| own.[/li] | |
| [/list] | |
| [li]Secretary of Defense[/li] | |
| [list] | |
| [li]The Secretary of Defense is the leader of the NCSA military, | |
| second in command only to the President himself. He is in | |
| control of the military, and unlike the President, can issue | |
| commands to specific units, as he is not a Civilian | |
| commander.[/li] | |
| [li]The SOD has the power to create, move, rename, disband, and | |
| deploy any military unit that they so desire to, within | |
| limits.[/li] | |
| [li]The SOD can only move troops against a hostile force during | |
| either declared, or de facto war, with de facto war being | |
| described as being attacked without provocation.[/li] | |
| [/list] | |
| [li]Secretary of the Interior[/li] | |
| [list] | |
| [li]The Secretary of Interior acts as both the police force, and | |
| the person in charge of making the map, as well as approving | |
| land claims.[/li] | |
| [li]The SOI has control over the Confederal police force, and | |
| can deploy them to any place he sees fit. A warrant must be | |
| obtained to seize, search, or arrest without immediate cause, | |
| however.[/li] | |
| [/list] | |
| [li]Secretary of the Treasury[/li] | |
| [list] | |
| [li]The Secretary of the Treasury oversees the region�s taxes, | |
| finances, currency, and economy.[/li] | |
| [li]The Secretary has the power to propose and enact tax laws on | |
| the region. Furthermore, he oversees all trade between nations. | |
| He can also determine the fair trade taxe rate between | |
| states.[/li] | |
| [/list] | |
| [li]Attorney General[/li] | |
| [list] | |
| [li]The Attorney General must have a clear understanding of the | |
| laws in place, and be able to bring charges against states for | |
| breaking these laws.[/li] | |
| [li]The AG has the power to sue a state, and represents the NCSA | |
| government when dong so. Furthermore, the AG is the only person | |
| who can bring confederal charges to court.[/li] | |

| [li]Legislative[/li] | |
| [list] | |
| [li]Speaker of the House[/li] | |
| [list] | |
| [li]The Speaker of the House is the order of Congress, and has | |
| very little powers.[/li] | |
| [li]The Speaker acts as a medium between the Legilsative and | |
| Executive branch, by keeping congress busy and active, as well | |
| as passing along voted on bills to the President. He just do the | |
| following: Call to vote or table, Keep order in the House, Keep | |
| an accurate vote count, keep an accurate count of members, and | |
| remove unruly members from the scene.[/li] | |
| [li]The Speaker can bring charges of impeachment against cabinet | |
| members after congress has voted on them. He can also moderate | |
| congress.[/li] | |
| [/list] | |
| [li]Congressional Representative[/li] | |
| [list] | |
| [li]Congressional Representatives must represent their state in | |
| Congress, by voting on matters brought to the House.[/li] | |
| [/list] | |
| [/list] | |
| [li]Judiciary[/li] | |
| [list] | |
| [li]Chief Justice[/li] | |
| [list] | |
| [li]The Chief Justice acts as the Juduciary�s version of the | |
| Speaker of the House. They represent the two Associative | |
| Justices, and must call the group together for a vote.[/li] | |
| [/list] | |
| [li]Associate Justice[/li] | |
| [list] | |
| [li]Associative Justices are one of three justices in the | |
| Judiciary system. They act as the judge and jury in court | |
| cases[/li] | |
| [li]Associative Justices may judge cases brought by individual | |
| states, where only one of three judges is needed. When the AG | |
| brings cases to the court, all justices must vote.[/li] | |
| [/list] | |
| [/list] | |
| [/list] | |
| Each leadership position has a set amount of time that they may | |
| be in that position, known as Terms. Terms vary according to the | |
| position that a user takes up, as well as which positions they | |
| may take up. Below is a list of rules pertaining to the Terms. | |
| Section I: Only certified states, or citizens of either that | |
| state or the NCSA government, may run, vote, or participate in | |
| any of these leadership roles. To be eligible, a state must be | |
| the following: | |

| [li]A member of Congress (Having a Congressional | |
| Representative)[/li] | |
| [li]Have their land approved by the SOI[/li] | |
| [li]Be a member of the region, and of the forum[/li] | |
| [/list] | |
| ----------Article I: A state is excluded from every and all | |
| leadership roles if they are not a state, if they have | |
| successfully seceded, if they have committed treason, or if they | |
| declare themselves to have seceded. | |
| ----------Article II: A state forfeits their current leadership | |
| positions if they do not follow any of the above requirements | |
| during their term, for the remainder of their term, and until | |
| they are found to complete the requirements. As soon as the role | |
| is forfeited, another person must be placed into that role for | |
| the remainder of the term. | |
| Section II: All leadership positions are listed as having a | |
| maximum time of sixty days after being accepted, voted, or | |
| appointed in. The only exceptions to this rule are all three | |
| Justices, which are appointed until life or resignation. | |
| Section III: After serving the term in the leadership position, | |
| a user must apply, be voted, or be appointed into another | |
| position. All powers that were obtained during the term are | |
| forfeited. The exception is Congressional Representative. | |
| Section IV: No member of the Executive, with the exception of | |
| Vice President, may hold more than one cabinet position in the | |
| Executive branch, and may not be appointed to another position | |
| in the executive branch during his term. | |
| ----------Article I: The President may not serve any other | |
| position in the region during his time as president. This | |
| excludes the Judiciary branch, as a President can be a Judge at | |
| the same time. | |
| Section VI: No user can be more than one Judge in the Judiciary | |
| branch, or have a character as the AG while they are a Judge, | |
| and vice versa. This creates a conflict of interest. | |

| Ooc :Could the state of Den. Explain does this mean one state | |
| can only have one of these roles. Or that they can have multiple | |
| roles under different character names? | |

| There are a few things in the bill I would like to address: | |
| Firstly, the "The Speaker of the House is the order of Congress, | |
| and has very little powers." What does the Member mean by little | |
| powers? This statement is vague and could be possibly | |
| restricting to an essential member of the House. The Speaker | |
| should be a fluid entity having the ability to deal with | |
| circumstances and manage the House. It seems the bill or the | |
| interpretation of it will restrict the Speaker to a bare minimum | |
| of powers. | |
