| Realizing That the constitution, as well as individual state | |
| laws, do not necessarily prevent the abuse of individual | |
| citizens, and that through only constant monitoring by large | |
| states shall they be kept in check, | |
| Recognizing The need for a clarification of the freedoms a | |
| person has, as well as what a state can do for them, | |
| Also Recognizing The sovereignty of each state, and the power of | |
| each state to declare it�s own laws, | |
| Congress Hereby Mandates That a list of basic human rights be | |
| created and set down, that each human�s basic rights and | |
| freedoms are protected at all costs, and that the unholy, and | |
| immoral practice of slavery is now and forever banned in all | |
| forms. | |
| Under the Freedom Act, basic human rights shall be defined and | |
| clarified for all citizens of the NCSA, and of the states | |
| belonging to the NCSA. Furthermore, all current slaves in the | |
| NCSA will be freed, and the practice of slavery shall be banned | |
| forevermore. | |
| Section I Each and every citizen of the NCSA, or a state | |
| therein, are guaranteed a list of rights that must be followed. | |
| No state can infringe upon any of these rights during times of | |
| peace, and cannot likewise infringe upon another states� | |
| civilians� rights. Any state that does shall be brought to court | |
| for their activities. | |
| ----------Article I: Each man is guaranteed the freedom of | |
| expression within the NCSA. He has the freedom of speech, the | |
| freedom to choose his own religion, the freedom of movement, the | |
| freedom to assemble peacefully during times of peace, and the | |
| freedom to choose their own life. | |
| ----------Article II: No human being may be considered a | |
| commodity. No government, organization, state, law, person, or | |
| policy can make a person the property of another, through any | |
| means. No person may buy, sell, trade, own, or acquire another | |
| person through any means. As such, no value can be placed upon a | |
| person. | |
| ----------Article III: Human life is considered precious, and | |
| must be considered. As such, no government, organization, state, | |
| law, person, or policy can conduct mass murder for any reason. | |
| Section II Any and all people who currently are on sale, owned, | |
| sold, or in transit, are to be released from captivity. The | |
| states shall not be punished for the conduct that happened | |
| before hand. All states releasing salves, however, must ease | |
| their transition, as well as compensate them. | |

| IC: "Yes. You must pay them. They were enslaved, and I know they | |
| do not get paid for their work. There would be no reason you buy | |

| OOC: Because in Columbia's system its like a contract of time, | |
| they are "slaves" for however many years and at the end they are | |
| compensated. While this practice sounds good in theory if we | |
| were to have it realistically I feel like it would be abused, | |
| but I suppose Columbia has a perfect infallible system however | |
| improbable that may seem. | |

| OOC: Okay slow down on the bills, we kinda need a speaker | |
| present. But, on the issue of "slavery" I don't have slavery. I | |
| have a system based around indentured servitude much like how | |
| your economic system is built around building weapons, Caos. I'm | |
| agricultural you are industrial. We need to respect a state's | |
| culture. But, anyways, if you read my laws Caos you would know | |
| they are mearly addressed as slaves not that they are actually | |
| of so. Slavery is when one is forced into the position, they are | |
| forced to work for free. Indentured servitude is when contracts | |
| are signed, and when the contract is fulfilled then the servants | |
| or "slaves" are given compensation whether it is land, money, | |
| you name it. | |
| "I think you should look into the specifics of our states. Yes | |
| slavery in itself should be abolished, but servitude should not | |
| be. You wish to dismantle the Colombian and Spartan economy." | |

| OOC: I understand who this is directed towards, but... | |
| IC: "The wording of this bill appears as if it would too | |
| generally prohibit sports teams from also trading players to one | |
| another. Is this to be so? More importantly however, allowing | |
| for wartime exceptions to these rules sets a dangerous precedent | |
| for perpetual war as a pretext for infringement of basic human | |
| rights." | |

| West Phoenicia finds this bill very disturbing. On one hand it | |
| says states have the abilty to make laws but with the | |
| realization point it states " through only constant monitoring | |
| by large states shall they be kept in check." | |
| We have the NCSA government for that. We should not be monitored | |
| by big brother larger states. And larger states is not a proper | |
| definition. Even 1 extra citizen would make it a large state. | |
| Article III is a grey area. States that see abortion as murder | |
| can use this to stop the genocide of life in the womb. And while | |
| we are a pro-life state this will open up a can of worms of | |
| pro-life states challenging states where abortion is legal | |
| clogging up the court system. | |
| Article I will need better explanation as freedom of movement | |
| should not be a right to citizens in prison. And freedom to | |
| choose their own life would again disadvantage states that have | |
| capital punishment. | |

| and have a life, earns millions, and much more. What does a | |
| slave get? Nothing. | |

| was put in to ONLY limit the movement of citizens during times | |
| of war, and other things related to that. One would not expect | |
| someone to suddenly buy people during war, no? | |
