[IC Bill] Colonial and Imperialistic Expansion

A bill to allow the establishment of colonies outside of the
NCSA borders.
Recognizing Each state's own sovereignty and right to own land
inside the NCSA borders without contention.
Realizing That colonial expansion is currently deemed illegal.
Further Realizing That colonial expansion would allow some to
gain an upper hand upon other states economically.
Congress Hereby Mandates the following
(1) The Expansion into territories, north and south, for
economical and militaristic purposes.
(2) The following regions will be allowed to be expanded into,
by agreement with the Congress of the NCSA:
(a) Cuba, West Indies, Bahamas
(b) Philippine Islands
(c) Australia
(d) African Islands and Territories
(e) Canadian Territories
(f) Antarctica
(g) Coastal South America and Mexico
(3) A form must be filed by the state in Congress and approved
in order to moderate colonial expansion, as to not inflict upon
a state's rights and sovereignty, but as to avoid cruel
domination over the lands, such forms shall follow as this.
*We the people of ^enter state name here^, hereby decree the
ownership of the ^Island or specific territory^ for ^economic,
militaristic, multiple^ purposes. We shall comply to the laws of
the state and comply to the colonial laws of the NCSA. We shall
not wage war against fellow state's colonies, but rather work
peacefully together in a league of friendship.*
(4) All Expansions shall be within a 40,000 sq mile limit given
how much land a state currently owns within the NCSA borders.
(a) If a state owns less than the 64,040 sq mile limit
within the border, they may have more than a 40,000 limit in
order to make up for land due to land lock.
(b) That all state's may only have a total land
occupation limit of 104,040 sq miles.
((OOC: Now, just read through it, and actually take a second to
think about it. I know there are lots of state's who are
landlocked that can't expand any further that deserve another
expansion to meet maximum capabilities. It would also be
different for the RP, instead of constant war RPs we can have
colonial RPs))

IC: "This bill is a selfish bill. We all know why Columbia
wanted to put it here! Why wouldn't they, after their own
request was shot down? All these bills that they have been
proposing are first for them, with the people as an
afterthought. I will not support this bill. We do not need
empires."

"I am not deliberately unopposed to expansion, we should limit
colonial holdings, but we should try to welcome other Nations
into our Confederacy."

"Could we start off a little close to home say Canada and
Mexico? Expanding globally seems to be a cheap ploy for Sparta
to obtain slaves and traffick them across Columbia Confederate
state lines!"

"I don't understand why the Rep from DEN is at the neck of
Columbia, always. This bill is beneficial to all, even your
over-zealous military shenanigans. This is for nations that need
better opportunity to boost economics or expand because of land
lock! I want one good reason to oppose this bill besides that it
will benefit Columbia! All bills are meant to benefit states,
sir. Now give us one good reason not to support this. I hope you
understand that this would benefit you and every state in this
nation! It's clear that these people want an expansion but as
long as Columbia could benefit, you want it shot down. You have
attacked our sovereignty by waging a 'moral' war against slavery
and you refuse to support any law or man from Columbia!"

we hope that nations will treat any indigenous populations
fairly and equally and that this proposal not be a smoke screen
for the exportation of tyranny and misery for economic gain."
