Spartan Trade Empire

King Spartacus has announced that they are looking for states
that will allow us to make trade cities on their territory and
the trade cities will follow all local laws. He also asks if any
states are willing to let Sparta set up lumber camps and mining
camps and drilling camps for uranium, precious metals, lumber,
oil, and gas.
To USSDEN:
May we rent land to cut down lumber and drill for natural gas
and oil?
To Celstiana:
May we rent farmland along your coast to farm on?
To Carolina Alliance:
May we set up areas to mine for uranium and also could we rent a
dock to launch a merchant fleet from?
To Gondor:
May we set up/rent a harbor to launch a merchant fleet from to
trade along with a trade city?

IC: DEN will allow people to chop lumber, but will not allow
drilling for oil beyond a certain point.

Sparta may build their port on one of the outward islands. The
port will be monitored by DEN in any way they see fit.
