Ham Welsey calls for Constitutional amendment session

Gondor's representative Ham Wesley is calling for a session of
Congress to contemplate possible amendments to the Constitution.
Such amendments could include the clearing up of certain
provisions of the document which may seem vague.

Henry Spoke has been removed as the voice of Columbia in place
of Jag McCartney, a future presidential candidate. He suggests
we all sit down and write a new constitution based upon the
Article of Confederation he wrote himself with Justice Lucius of
Columbia.

Representative Lagana opposes a full rewrite of the Constitution
or any amendment that goes against the spirit of the original
document.

This would not remove the spirit of the original document, but
rather place the rights back into the state's hands and away
from the federal government's. It would remove the President's
ability of executive action and would allow states to nullify
any law it wishes.

Speaker and Representative from Turkducken speak in opposition
to Columbia's proposed changes.

THE ARTICLES OF CONFEDERATION
Written By: Justice Lucius Quincy Lamar AND Jag McCartney
To all whom these Presents shall come, we the people of the
States sign and delegate this as the law of the land.
Article I. The Style of this confederacy shall be that of �Neo
Confederate States of America�.
Article II. Each state retains its sovereignty, freedom, and
independence, in every Power, Jurisdiction, and right, to make
its own laws and nullify any law it sees unfit to its liking.
Article III. The states hereby enter into a league of friendship
with one another, for common defence, security of liberty, and
their mutual and general welfare, binding themselves to assist
each other, against all forces which threaten the freedoms and
independence of any state.
Article IV. To secure and perpetuate the feeling of mutual
relations and intercourse, the people of each state may
willingly trade between each state without any federal
interaction with restrictions and duties being left up to each
individual state. Any man caught in illegal acts, treason, or
felony who escapes to any other united state shall be directly
handed over to the Governor of the state the felon committed the
crime in.
Article V. For the stable balance and upkeep of the government,
delegates shall be appointed by the state on the first week of
each November, with the powers reserved to the states, to recall
its delegates and be replaced at any time within the year, and
remain for the rest of the year.
Each state shall be represented by at least two delegates with
no more than seven delegates, for more than three years in any
term of six years, with all delegates not being able to receive
a salary or fee on the behalf of the confederacy.
Each state maintains its own delegates within its state, so that
each state functions at its own state level, but eachs state is
required to send representation.
To determine the answers to the questions, each state shall
receive one vote.
Freedom of speech shall not be impeached or obstructed or
questioned in any Court, with each delegate protected from
arrest and imprisonment unless they have committed treason, a
crime, or obstructed the peace.
Article VI. No state, without the consent or knowledge of the
confederacy shall assemble or create embassies overseas or make
alliances and treaties with a king, prince, or state outside of
the confederacy, nor shall any delegate profit off of any
actions made in the confederacy when dealing with embassies or
alliances,
No two or more state shall agree to enter agreements with a
king, prince, or state outside this confederacy without the
consent or knowledge of the confederacy.
No state shall engage in war with the declaration of war stated
by the confederacy, unless in a state of defence against
confederate overreach or outside attacks.
Article VII. When any land forces are raised by any state for
common defence, all officers of or under the rank of colonel
shall be appointed by the legislature of each state respectively
by whom these forces shall be raised.
Article VIII. All wars shall be conducted in the manner for self
defence and the common welfare of the states, and allowed by the
confederacy in congress assembled, shall be taken out of the
treasury, which shall be raised by several states.
Taxes shall be levied and laid by the several states of this
confederacy, so that no federal officer may force upon any
unjust tax, however each state has its own civic duty to support
such actions.
Article IX. The delegates of congress shall be the only ones to
have the powers to wage peace and war, except in the cases
mentioned in the sixth article, with all powers of exportation
and importation being handled by the delegates during times of
war to prevent the support of rival nations.
To declare war, ⅔ of all delegates must agree to go
through with such actions, with all states who wish not to
participate in the defence of the nation have the defence of
their right to nullify any law they disapprove.
Article of the Judge. A federal court shall be formed to
confront differing parties between separate states, as to convey
the disputes of land, grants, trade, and crimes committed by a
state, with before each judgement that the judges shall swear an
oath to understand that they are not the Supreme Being, and that
they are merely humans, to prevent the use of excessive power of
a federal court, all courts otherwise shall be handled by the
states.
Delegates will have the right to call upon an adjournment of
Congress at any time, no longer than a period without such
within six months.
Article X. Congress shall have the duty to have a recess after
each session for each state to discuss and agree upon what to
make of each situation, the voice of at least every 6 out of 10
delegates shall be heard before the use of of such recess or
discussion.
Article XI. The Canadian Territory, Western Territories, and
West Indies are available for any state to claim and add a state
to the union if they so wish with the approval of all members of
the congress.
Article XII. All debts and credit contracted shall be handled by
the states, unless in the aftermath of wars in which states have
given to the federal army.
AND WHEREAS a President shall be named and a Vice President
shall be named to carry out the duty of our Creator to make a
nation for the people, not the government, where each President
shall have a limit of 2 terms for 4 years, and each Co-President
a limit of 2 terms for 4 years.
As Approved by the Georgetown Congress Assembly and awaiting
approval by the states of the confederacy.

This is up for discussion and IS NOT THE LAW OF THE LAND. This
was the constitution of the UCA, which is currently
non-existent. Changes can be made but I think this would help
out alot in making differences in the community.
