"There has been a downward spiral that is not fixing itself.
The current government has not acted to condemn recent attacks.
The NCSA President says one thing, members of his cabinet have
disobeyed with no repurcussions. Bills have been left stagnant.
West Phoenicia calls for a vote of No confidence in the current
leadership. And calls on the NCSA community to act now before
it spirals further. A new President must take over, whether by
triggering a new election or a Vice President ( which we dont
have) elevated to assune control of the NCSA.
I implore Congress this is not something that is a spur of the
movement. The decay has been happening for awhile now. For the
sake of Congress and the NCSA we all love. New leadership is
needed. Think with your heads and not party lines."

OOC: Maybe Gondor is just busy? I do think DEN needs to calm
down with Sec Def stuff, I really don't know how "American"
politics work, but I'm pretty sure Secretaries of whatever don't
have the kind of authority to mobilize armies. Not even the US
President can (in legal standing) declare war on a whim.

OOC: What impeachable offense(s), as listed in the Constitution,
is Gondor accused of? It would be to better clarify your post as
it seems you are blaming many different things.

1. Inactivity, granted he has been on the forum. But if issue at
the moment has been to elect a new speaker it has been over 36
hours since a vote was cast for or against the nomination that
should have been wrapped up. Instead that like the bills loom in
limbo.
2. Unseemly behavior, this can be taken in many ways. His
failure as President to act. He is the the Higest level of
leadership. His Defence Minister acted without any postal proof
and executed the Vice President. So far no repurcussions
3. West Phoenicia had been unjustly attacked. And the President
has not acted to protect a state that was unjustifiably
attacked. In fact the President hasnt said much at all.
4. Unseemly behavior as a President instead of calling for calm
and trying to approach things diplomatically you have states
preparing for war. When the subject has not been discussed in
Congress. Its as if he is ignoring Congress.
5. 3 Justices have barely said a peep. There is no Supreme Court
Justices as they are not active. Failure to recognize this
sooner and act.
6. Failure to notify of change of rules ( there was always an
unspoken agreement on the old forum that a states main rp were
untouched unless agreed upon by both parties. Suddenly that
changed with some knowing (the aggressors) and the left left in
the dark. Yes we rp but again there was also forewarning so
parties could prepare. Now it seems once you are in anything can
happen and you cant dispute it. This is not just a failure on
Gondors part but more of a region not to properly provide
information for all players.
If anything is allowed to happen without making parties involved
aware it leads to caos. For example we just have to keep
assassinating Presidents (cause everyone is game) and no longer
will filbusters would be needed to stall a bill all you have to
do is execute the current speaker.
While we harbour no ill feeling towards the State of Gondor. We
find nothing is getting done. When you look at the picture to
include occ also their is growing tensions with a number of
states who feel they are not being heard. Double standards.

OOC: Well WP I wouldn't exactly call you the most unbiased,
perfect player either. You can disappear for a couple of days,
and then demand people conform to your RP. Number 2 doesn't
count, if you read everything that's posted you would know that
Bamivo, Gondor, and Caos hashed out a new RP. The way you treat
States is sporadic when it comes to intentions, when I joined it
was considered ungodly to restrict a State in any way, now you
would have him restrict a States capacity to arm themselves?
Diplomacy is really great and all, but Columbia wants War. (I
mean that OOCly because it was his initiated RP) I would think
he took more action that most U.S. Presidents would take before
going to War. He can't tell Congress what to do, not ICly
anyway, IC he's acting like a constitutional fundamentalist and
following his Presidential duties to the letter. While the 6th
complaint is valid (in it's own way) I feel like it's necessary
and kind of a fun thing to do, no matter who dies the person
responsible is always punished (IC or OC) and while you are
correct on it needing more time to be implemented, because let's
be honest it just kinda happened when Caos debated it a bit, I
still think it's justified as a ruling. Just needs to be tuned
for fairness (If we even keep it after all of this) Once again,
maybe Gondor is busy. Remember Real Life before RP? If he has to
go to school no shame in that. Lastly, I don't even know who
the Justices are, but Gondor doesn't have any control over what
they do.
It's becoming really tiresome that every time we talk about
something it's an argument that lasts for days. It's really
quite stupid and I hope to resolve our leadership and get back
to what's important.

Wrong. As President he can have the Justices impeached and 3 new
ones put on the bench.
I wont degress but with some of your post it is inaccurate. I'm
only posting the mood of the forum which has 4 people on the
verge of leaving due to unfair rp.
I never disputed people being busy. He was not MIA his been on
every day. We all have busy lives. Yet again that is a double
standard. We are all busy so if someone does jump ahead when
for example someone is sleeping, at school or work they should
be able to say " hey I missed my turn or I need to add this"
instead of the "too bad we wanted to rush this rp so keep it as
it is and shut up mkay"
the call of no confidence is a separate matter. Just because
someone is someone's buddy or they are giving them an
appointment or role it should not influence whether someone is
doing a good job or not at leading the Congress which is in
dissaray.
The state of Gondor is a great rp nation. Does their character
represent the best interest as President of the NCSA and
Congress is the only question that needs to be considered.
Are bills getting passed. .no. Dont need a Speaker on 24/7 to
whip the Representatives to vote as the highest leadership he
can keep the bills alive or call on someone as an emergency
Speaker when CSM is away.
Is the President protecting sovereign states of the NCSA from
attack? No (Section VI Section 7)
is the Cabinet who was hand picked by the President, following
his command? No
Do we have a stable Supreme Court to deal with these issues? No
( Again according to the Constitution the matter of succession
or Colombia's disregard for passed law which they felt
infringed on their rights. Needed to be dealt with first by the
Supreme Court Article V Section 3)
Section IV point 9 of the Constitution , President is the
Commander in Chief of the NCSA military. Frankly he does not
seem to have their loyalty if the Defence Minister did what he
did .
Section IV point 10 of the Constitution the President has
failed to post a state of the NCSA address which needs to be
done every 30 days.
