First Piece of Legislation

How would everyone feel about some sort of universal healthcare
act as our first piece of legislation as a party?

Hmm... It sounds interesting, but make sure the act is labeled
as a minimum requirement for all states. Don't make it like
Obamacare. Rather, make it a quality standard. Doesn't force
anyone to do anything they don't like, and everyone can join in.
Also, might I suggest perhaps something along the lines of a
confederal prison bill?

I was thinking of something along the lines of Canada's, as my
limited understanding of it is, but modified slightly. Which
would be to provide some sort of block grants to the states to
provide healthcare for their citizens. The grants would of
course come with certain strings attached. ;D
To start, "free" healthcare is a colloquial term and does
not accurately describe the Canadian healthcare system.
Healthcare is paid for by provincial insurance plans (insurance
companies run by the provincial governments, for example, the
Ontario Health Insurance Plan in Ontario). The federal
government exercises some control over how provinces run their
insurance plans through transfer payments (the Canada Health
Transfer) from the federal government to the provinces. What the
federal government wants from the provinces is made explicit in
the Canada Health Act, which was passed in 1984. The main tenets
of the Canada Health Act are:
Universality: everyone (citizens) gets covered.
Accessibility: we do our best to make sure geography and other
factors are not barriers to high quality care.
Comprehensiveness: all medically necessary care is covered.
Portability: you can get some kind of coverage between
provinces.
Public Administration: it is handled by the government.
The features of universality, accessibility and
comprehensiveness make it seem like it is free. Any citizen can
show up to any hospital or clinic, swipe their health card, and
not see money come out of their bank account. But, just like in
the US, there is documentation about the services provided and
the government pays the doctor or the hospital for what was
done.
