| ***West Phoenicia Congress passes Life begins in the womb Act*** | |
| In a move supported by members of all parties except the West | |
| Phoenician Green Party and Socialist Alliance. Congress has | |
| passed the Life begins in the womb act. | |
| The religious majority of the state have celebrated the success | |
| of this bill 215 to 25. | |
| Bells began ringing out across the state at the passing of the | |
| Bill which had the full support of Pontifex Angelika I and the | |
| State Church of West Phoenicia. | |
| The bill affirms that; | |
| 1. Life is formed in the womb at Conception. | |
| The bill enables; | |
| 2. Criminal convictions for those who injure a woman causing her | |
| to lose her baby | |
| 3. Criminal convictions for doctors not registered by the | |
| Ministry of Health to perform abortion which will not be banned | |
| but only performed under certain conditions and with a fully | |
| registered practitioner with the Ministry of Health. | |
| 4. More funding allocated to women's health and programs to | |
| educate citizens on areas such as abstinence, adoptions and | |
| birth control. | |
| 5. $5000 baby bonus for women who choose to keep their babies | |
| and financial assistance until the parents are able to return to | |
| work. | |
| 6. Funding allocated to the creation of additional free child | |
| care facilities for middle to low class citizens. Governess | |
| educational programs created for low income citizens to work for | |
| rich families. | |

| The national Frijstaater parliament passed the "No Treason Act" | |
| in a 45-5 vote. The 5 nays came from 3 Bergenl�nder and 2 | |
| Nordheimer representatives. | |
| The bill affirms that; | |

| [li]The term 'treason' shall refer to beliefs, speech, and/or | |
| acts intended to bring about the abolition of the Frijstaater | |
| state through peaceful and/or violent means.[/li] | |
| [li]No person may be charged with or convicted of the crime of | |
| 'treason', as this is a crime of conscience and all Frijstaaters | |
| have the right to a free conscience.[/li] | |
| [li]Persons having actively initiated acts of violence against | |
| others shall not be protected by this law and shall be tried in | |
| the courts of the land for their respective crimes against other | |
| parties.[/li] | |

| Effects of this bill: | |

| [li]As treason was the last crime calling for capital punishment | |
| under Frijstaater law, this law effectively outlaws capital | |
| punishment.[/li] | |
| [li]Persons who would otherwise be charged with treason may only | |
| be charged for the crimes they have actually carried out, not | |
| those they espouse support for.[/li] | |

| This bill was hailed by many as a positive step towards | |
| effective limitation of national government power in Frijstaat, | |
| as well as a solid protection of those who advocate radical | |
| change through nonviolent means. Polling leading up to the vote | |
| in parliament showed 74% public support for the bill with only | |
| 14% opposed and 12% having no opinion on the matter. | |

| Super rich tax | |
| In the early days of South Utah's independence the top 1% had as | |
| much money as the bottom 85%. The government, who were intact | |
| the oligarchs, did nothing about it and eventually they were | |
| kicked out by the socialists and to mend the huge inequality gap | |
| the super rich tax was introduced. The super rich is the top 3% | |
| richest people. This is a tax on net worth and not income. Every | |
| year, 1% of the top 3% richest peoples net worth is taken and | |
| put into the social welfare system where it will help people at | |
| the bottom of the economic hierarchy. This is definitely aiding | |
| the governments initiative to bring about more equality in South | |
| Utah and also gives steady funding to the states Social Welfare | |
| system. Approximately $1.824 billion dollars is taken every year | |
| from the rich and effectively given to the poor or less | |
| fortunate. | |
| The abolition of this tax has been of recent debate with the | |
| Republicans and Conservatives however the Socialist (majority), | |
| Workers and Equality parties insist it remain. | |

| Robin Hood Tax | |
| The robin Hood Tax is an income tax on the wealthiest 5% of | |
| South Utah's population. This is a 55% tax on salary per year | |
| from all sources, domestic or not. Much like the super rich tax, | |
| this tax is to take from the oligarchs of the state (rich) and | |
| give to the lower classes (poor), hence 'Robin Hood'. The top 5% | |
| of South Utah earn approximately 20% of the states GDP equalling | |
| to almost $6,270,000,000 (6.27 billion). The robin Hood Tax | |
| accumulates nearly $3,448,500,000 (3.4485 billion) a year. | |
| Combined with the Super rich tax this gives an extra $5.2725 | |
| billion to the welfare system at the expense of the super rich | |
| population. Another less effective but still efficient part of | |
| the Robin Hood Tax is the taxation of inheritances, known as the | |
| birth money tax, over $1 million. Whilst many inheritances | |
| rarely exceed $500,000 the wealthiest 5% often exceed $20 | |
| million with the 1% consistently exceeding $70 million. It is | |
| only the top 18% of the population who are affected by this and | |
| the rest of the population are not taxed on inheritance. This | |
| part of the tax accumulates approximately $2.8125 billion per | |
| annum. This is just a small 15% of the $18,750,000,000 (18.75 | |
| billion) that is inherited every year. This money is spent on | |
| government sponsored and state-owned businesses, programs and | |
| services. Overall (since their introduction in 2004) the | |
| Socialist parties rich taxes have accumulated nearly | |
| $88,935,000,000 (88.935 billion). | |

| The People Socialist Democracy Of Utah's National Health and | |
| Welfare Service is a healthcare system that is free at the point | |
| of use to any citizens of the state. according to laws brought | |
| in by the Socialist Party of Utah it is be the duty of the | |
| department of Health, department of Welfare and department of | |
| Social policy to promote the establishment of a comprehensive | |
| health and welfare service free ate the point of access and | |
| designed to secure improvement in the physical and mental health | |
| and wellbeing of the people of Utah and for that purpose to | |
| provide or secure the effective provision of service. The | |
| National Health and Welfare Service receives a national budget | |
| of $300 billion dollars, some of which is paid through the | |
| optional national insurance costs, some through super rich | |
| taxation and most through government owned businesses. The | |
| National health Service also includes the national cancer | |
| research department, ophthalmology, dentistry and in-patient | |
| care. | |
| It is predicted that without the National Health and Welfare | |
| Service many people would still be living in great poverty and | |
| disease. the general quality of life of South Utah has greatly | |
| increased thanks to this healthcare service. The role of the | |
| service is to not only sort out healthcare but also social | |
| welfare aspects of people lives. Benefits and social services | |
| are the responsibility of the NHWS and thanks to huge funding | |
| are hugely successful. The conservative party tried to privatise | |
| and outsource the NHWS however a study showed that this would | |
| only lead to its own decline and privatisation plans were turned | |
| down. | |
