Disconcerting Defensive Movements

Refs - We had a false start call on us Saturday on an extra
point kick. I didn�t see it live but watching back on film the
opposing team on every extra point is lining up a yard back and
jumping at our o-line. It isn�t related to our snap count as
it�s silent. The kid does it over and over. Is this legal? I
know in NFL/College the sudden line shifts that draw the O-line
offsides is now a judgement call and can be made against the
defense even if the O-line jumps. Just curious if this is legal
in INFC 5th grade.

I would have to see it, but the rule on disconcerting acts reads
as follows:
Rule 7-1-9:
No defensive player shall use disconcerting acts or words prior
to the snap in an attempt to interfere with A's signals or
movements.
So if the officials interpret that is what the defense is doing
that could call the defense for this penalty.

It�s only a 7 second clip but it won�t load. Says file is too
large. If there is any other way to share (text message?) let me
know. Just picture our kicker walking back his steps and a d end
jumping forward and back at our o-line without us doing anything
audibly that would be making him do it. The first time it was
done we jumped and we were flagged.
