Official Charter

Charter
Article I: Preamble
We of The Dark Empire, agree to promote cooperation of our
nations, protection to our many members and our allies, and to
promote unity throughout Planet Bob.
Article II: Purpose
This document is hereby created to protect the rights and
freedoms of the nations of the Dark Empire and govern the
parameters of their interaction. The Dark Empire recognizes that
in order to uphold these principles, for not only for The Dark
Empire, but also for their allies, the use of diplomacy,
financial aid, trade sanctions, military force, or any other
means, to be determined at an appropriate time, may be required
to preserve the peace and freedom it seeks.
Section I: Past Charters and By-Laws
This document states that any past documents pertaining to the
internal development of The Dark Empire, such as the past
charter and by-laws, are null in void.
Article III: Admission
Admissions
The ability to apply for membership in The Dark Empire is open
to all nations of Planet Bob. This alliance reserves the right
to deny applications, and meeting only the after mentioned
requirements is no guarantee of admission to the alliance. Our
official team is Blue, though we will take members of all teams.
Applications
All applications to The Dark Empire will be handled by the
Minister of Internal Affairs or the emperor (or their designee)
under the direction of the Imperial Council, who may accept,
reject, or refer any applications to the IC for consideration.
Applications will be submitted in a manner prescribed by the
Minister of Internal Affairs (or their designee) under the
direction of the IC, and must include such information as they
require.
Expulsion:
A. Any member may be expelled or otherwise punished, upon trial
and conviction, for reasons including, but not limited to:
B. Declarations of war on an TDE member or ally
C. Unauthorized Declarations of War on a nation with alliance
membership (not including alliances under the raiding act listed
below)
D. Membership in another alliance
E. Spying or forwarding sensitive information to other alliances
F. traitorous activities
G. Disobeying the lawful order of a superior, or the Court
H. Actions unbecoming of a TDE member
Admissions- War
War is allowed when deemed so by the emperor.
Article VI: Government
Imperial Council: The Imperial council consists of the emperor,
regent, senators, and all the ministers. Together by a majority
vote they can create laws, declare war, declare peace, create
and break treaties, expel members, and make executive decisions.
In the event of a tie the vote will come down to the emperor�s
decision. A single person may only hold one seat in the imperial
council.
Emperor: The Emperor is the Sovereign leader of the alliance.
The Emperor serves for life or until resignation. Every Emperor
appoints their successor with the imperial councils approval. In
the absence of the Emperor, the Regent shall execute the duties
of the Emperor. All Emperors become Advisors once they
relinquish power. In wartime, Emperor and Regent have Executive
power, in times of peace such power must be granted by the
imperial council by unanimous vote.
Advisor: Advisor is a life position. Once gained, unless forced
out of the alliance, can not be revoked. It can also be gained
by non-former Emperors, with an appointment from a current one.
The Advisor(s) can not pass or vote on laws, they can only voice
opinions and suggestions.
Regent: The imperial Regent is the second in command of the
alliance. They are President of the Imperial Senate, and can
appoint a Speaker of the house with approval from the Emperor.
They are defacto head of the General Assembly, and represent the
General Assembly to their best abilities. They serve for life.
Upon removal or resignation a new one will be appointed by the
emperor.
Section B: Ministries
The Emperor can create any office at his or her sole discretion.
The Emperor can delegate power to said office to the extent that
the Emperor deems appropriate. Such offices may, at the
Emperor's discretion, create subordinate positions, delegate
power to said positions and appoint members to them. The Emperor
is the final authority on all matters and as such, any office,
position or policy within the alliance may be altered at the
Emperor's will. Elections, every 3 months, will be held to
choose these ministry positions. However, in times of war,
elections are suspended by the emperors order.
Ministers: Ministers are each managers of their departments and
are overseen by the emperor and regent. They are elected every
three months. In the event one is impeached or vacant the
emperor and regent may pick a new minister by majority vote.
-Minister of Finance: The minister of finance is in charge of
all financial matters of the alliance. They work with trades,
tech deals, and the creation of banking and banking programs.
-Minister of Internal Affairs: The minister of internal affairs
is responsible for all the inner workings of the alliance. They
work with the academy, education, recruiting, the forums, and
the acceptance of new members.
-Minister of Foreign Affairs: The minister of foreign affairs is
in charge of the alliances external workings. They will handle
diplomats, foreign treaties, and embassies.
-Minister of Defense: The minister of defense is in charge of
the imperial military. They will work with military programs,
roll calls, rogues, intelligence, and wars.
Imperial Senate
Senators: Senators are the legislative body of the alliance.
They are members of the imperial council and vote on all council
affairs and work for the better good of the dark empire. Three
Senators are elected every month.
Speaker: A speaker of the senate shall be chosen by the emperor
and regent. The speaker shall head all senate programs and help
organize the senate in a fashionable matter. The speaker must be
a current senator.
In the event a senator resigns the emperor may call for an
election or select a new senator.
Article V: Military and War policy
Raiding: Nations of The Dark Empire may only attack rogue
nations granted from the Emperor (or a designee), or a nation on
an approved target list.
Section A: Nuclear Weapons: Nukes may never be used unless an
executive order from the Emperor or an initial nuclear attack
from an opponent.
Article VI: Impeachments and elections
Impeachments: The emperor may be impeached by a 3/4 ministers
vote, 2/3 senate vote, and the regents approval. The regent may
be impeached by a 3/4 minister�s or senators vote, and the
emperors approval. Any other government member may be impeached
by the emperor, regent, and one minister or senator approval.
Elections: Elections shall take place in a 5 day period. It
shall consist of 72 hours for nominations and campaigning and 48
hours of voting.
Article VII: Amendments
Amendments may be made to this charter by a 3/4 minister, 2/3
senator, and the emperors approval with a 2/3 general membership
approval.

Maybe, we should make it where new applicants should have to
change to the Blue team. It would help with trade bonuses.
