What do you know about yarn?

I know nothing. My mother is an avid knitter. During my last
visit with her she pulled out a very large bag full of hats and
scarves that she knitted and will be donating (she's been doing
this for years). She mentioned that she's using her remnant
pieces so some of the hats used a variety of colors, still with
a nice pattern. Gorgeous, every one of them. She also said that
the price of yarn has nearly doubled at the Walmart and there
isn't a yarn shop in her town.
So, I would like to give her a bunch of yarn for Christmas, but
I don't have a clue as to what to look for in yarn. How do you
know it's good quality?
Do you have any tips or pointers on buying good yarn? Any help
would be appreciated! Thanks!
eta: Would something like this be good?

Any avid knitter like your mother will have developed her own
preference for the types and weights of yarn she likes to knit
with. Do you have any pieces of hers that you could take to a
yarn shop and ask them to identify, and say what yarns they sell
that are equivalent? Then you could be pretty confident that if
you bought some of those, they would be suitable for her.
Also, unless Oh, what a lovely surprise! when opening
Christmas presents is important for you and your mother, you
could just ask her straightforwardly what knitting project she
would really like to make if she had the right yarn, and what
that yarn would be (and how much of it, of course - maddening to
be given lovely yarn but not quite enough of it to make what you
want!) and get it for her. If you wanted to retain some element
of surprise could also throw in as well some small amounts,
enough for a beanie or a scarf, of quite different yarns that
just look interesting and special.

Is there any way you could look for the labels/wrappers of the
yarns she is currently using or has set aside for future use?

Thanks, Aleko. I was sort of trying to keep it a surprise. She
did give my DD#2 one of the hats she made. Now all I have to do
is find a reputable yarn shop in my area. Good idea!
oogyda -- that's a great suggestion. I wish I would have thought
of that when I visited her last. And I won't see her again until
Christmas. But you gave me an idea. I'll contact my sister and
see if she could do some snooping. Thanks!
P.S. I think I'm videoed out about yarn. So much to learn!
