Patch 5.4n.10
Problem:    Win32 GUI: At the hit-return prompt, it was possible to scroll the
           text.  This erased the prompt and made Vim look like it is in
           Normal mode, while it is actually still waiting for a <CR>.
Solution:   Disallow scrolling at the hit-return prompt for systems that use
           on the fly scrolling.
