I have just released a new module for Perl for Win32 called FUtils (File
Utilities), coming soon to a CPAN site near you!  Or, get the lates copy from:

The intent of the package is to implement some file utilities available in the
UNIX world, which are not available in Hip's port or in the OS itself.

Functions so far include:
       DupUTime $src, @files
               Duplicates the access and mod times from $src file to @files
       GetLongPathName @files
               Gets the long path names for each file
       GetShortPathName @files
               Gets the short path name (8.3) for each file
       Sum16 @files
               Generates 16-bit checksums for each file
       Touch @files
               Touches each file
       UTime $axstime, $modtime, @files
               Changes the access and mod times for each file

NOTE: This module will only work for Perl builds >= 106.
